Deploying a unified set of textbooks nationwide from the 2026-2027 school year

The preparation of a unified set of textbooks for the whole country will be implemented from the 2026-2027 school year.

The information was provided by Minister of Education and Training Nguyen Kim Son at the conference to review and evaluate the implementation results of the general education program and textbooks for the 2020-2025 period, on October 17.

Minister Nguyen Kim Son said that the education sector has completed the full cycle from grade 1 to grade 12, achieving both breadth and depth, meeting the goals of the new program - a comprehensive innovation at the general education level.

The new program has many different, “non-traditional” elements, requiring strong adaptation, shifting from imparting knowledge to developing learners' qualities and abilities – a change of profound philosophical significance.

Textbooks are also transformed from "knowledge packages" to open learning materials, helping teachers guide students to develop their abilities.

Regarding the preparation of a unified set of textbooks nationwide as required by the Central Government, Minister Nguyen Kim Son emphasized the preparation of a set of textbooks for the whole country, to be implemented from the 2026-2027 school year.

The compilation, appraisal and promulgation of a unified set of textbooks will be carried out according to a strict and scientific process, inheriting the results achieved in the previous stage, while overcoming existing shortcomings.

Regarding tasks in the coming time, Minister Nguyen Kim Son stated that it is necessary to review, perfect, and develop the program after a period of operation, and implement it in a scientific and methodical manner.

Localities need to continue to advise the government and pay more attention to the conditions for program implementation, including facilities, equipment, finance and staff.

Mr. Son also noted that in the past, there were many difficulties such as lack of people, facilities, and resources. Therefore, in the coming time, it is necessary to gradually reduce the shortage, especially investing in arts, physical education, information technology, life skills, etc.

Affirming that the teaching staff is the key factor, Minister Nguyen Kim Son said that the issue is not only quantity, but more importantly the capacity, qualifications and adaptability of teachers to new requirements, especially integrated teaching, developing students' qualities and abilities.

Leaders of the Ministry of Education and Training proposed promoting digital transformation and applying AI in teaching and learning, but must be cautious, appropriate and controlled.

The 2018 General Education Program will be implemented from the 2020-2021 school year nationwide, in an open and flexible manner, allowing schools to proactively develop educational plans suitable to reality.

The Ministry has established a Steering Committee for Program Development, organized reviews and evaluations of implementation, and promptly adjusted curriculum subjects such as History, Geography, and Civic Education to suit the two-level government model.

For textbooks, for the first time, the socialization policy was successfully implemented, attracting 7 publishers and 12 joint stock companies to participate in compilation, with 3,844 authors nationwide. Localities also actively compiled local educational materials, contributing to bringing regional-specific content into schools.

Testing and assessment according to the new program are innovated in a diverse and practical direction, reducing pressure on scores, focusing on assessing students' progress and capacity.

The 2024-2025 high school graduation exam is the first exam under the new program, ensuring correct assessment of general education goals, serving as a basis for reviewing the school's teaching quality and the management work of educational agencies.

During the 2020 - 2025 period, Vietnam had 173 contestants participating in international and regional Olympics, winning 159 medals, affirming the solid position of Vietnam's key education.

Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthroughs in education and training development decided to "ensure the provision of a unified set of textbooks nationwide, striving to provide free textbooks to all students by 2030".

Resolution No. 281/NQ-CP of the Government promulgating the Action Program to implement Resolution No. 71-NQ/TW of the Politburo on breakthroughs in education and training development also requires the Ministry of Education and Training to review and complete the General Education Program, increase the duration of science, technology, information technology, and arts subjects; ensure the provision of a unified set of textbooks nationwide for use from the 2026-2027 school year; and implement a roadmap to provide free textbooks to all students by 2030.
