The Ministry of Information and Communications has just issued Decision No. 668/QD-BTTTT on promulgating the Action Plan to implement the National Cyber ​​Security and Safety Strategy, proactively responding to challenges from cyberspace until 2025, with a vision to 2030.

In 2024, strive to achieve a ranking target of 25-30 in maintaining the ranking of the Cybersecurity Index according to the assessment of the International Telecommunication Union (GCI Index).

The Decision is issued to effectively organize the implementation of the tasks assigned in Decision No. 964/QD-TTg dated August 10, 2022 of the Prime Minister approving the National Cyber ​​Security Strategy, proactively responding to challenges from cyberspace until 2025, with a vision to 2030; defining tasks and assigning them to specific units; effectively performing the role of the Ministry of Information and Communications in presiding over, guiding, and coordinating the implementation of the Strategy to improve national cyber security and safety capacity, realizing the vision of making Vietnam a powerhouse in cyber security.

In addition, the implementation must ensure timely, synchronous, scientific and effective tasks of the Ministry of Information and Communications and related agencies, organizations and enterprises assigned in the Strategy; clearly define tasks, assign specific implementation responsibilities; proactively and promptly resolve difficulties and obstacles in the implementation process to ensure the completion of the assigned tasks; the tasks are identified with focus, the implementation roadmap ensures feasibility. Assign responsibilities according to the functions and tasks of the units; ensure close, effective and timely coordination between units in implementing the tasks.

The annual strategic targets are also specifically set out, accordingly, the plan in 2024 targets to maintain the ranking of the Cybersecurity Index according to the assessment of the International Telecommunication Union (GCI Index) at a ranking of 25-30, the target by 2025 is to reach a ranking of 25-30; The rate of Internet users having the opportunity to access activities to raise awareness, skills and tools to ensure cybersecurity and safety is planned to reach 70% in 2024, the target for 2025 is to reach 80%; the plan target for 2024 is to have 03 key information security products and services, dominating the domestic market, and having the ability to compete internationally; the target for 2025 is to have 04-05 products and services; Regarding the annual growth rate of cyber security market revenue, the planned target for 2024 is 20-30%; the target for 2025 is to maintain 20-30%.

This Decision takes effect from the date of signing and replaces Decision No. 566/QD-BTTTT dated April 6, 2023 of the Minister of Information and Communications promulgating the Action Plan to implement the National Cyber ​​Security and Safety Strategy, proactively responding to challenges from cyberspace until 2025, with a vision to 2030./.
