According to Mr. Tran Cong Thanh, Deputy Director of Tra Vinh Provincial Tax Department: implementing Decision No. 2438/QD-BTC dated November 22, 2022 of the Minister of Finance approving the action program to implement the Tax System Reform Strategy to 2030; Decision No. 2439/QD-BTC dated November 22, 2022 of the Minister of Finance promulgating the tax system reform plan to 2025 and Official Dispatch No. 4867/TCT-CC dated December 23, 2022 of the General Department of Taxation on organizing the implementation of the Tax System Reform Strategy, Tra Vinh Provincial Tax Department established a Steering Committee and issued Working Regulations and Plan No. 748/KH-BCĐ dated February 28, 2023 on tax system reform to 2025; Advised the People's Committee of Tra Vinh province to issue Directive No. 02/CT-UBND, dated March 24, 2023 on implementing the Tax System Reform Strategy to 2030 in the province.
In addition, the Tax Department issued Official Dispatch No. 760/CTTVI-VP, dated February 28, 2023 on the implementation of the Tax System Reform Plan until 2025. Accordingly, each specific goal, target, and task of the 07 Projects according to the fields in Decision No. 2438/QD-BTC, dated November 22, 2022 of the Minister of Finance, includes:
(1) Project to innovate and enhance the capacity of propaganda and support work for taxpayers by 2030;
(2) Project to innovate and enhance the capacity of tax registration, tax declaration, tax payment, tax exemption, tax reduction, tax refund, tax statistics and tax accounting regime by 2030;
(3) Project to innovate and enhance the capacity of tax inspection and examination work by 2030;
(4) Project to innovate and enhance capacity of debt management and tax debt enforcement by 2030;
(5) Project to innovate and enhance the capacity of handling tax complaints, denunciations and litigation until 2030;
(6) Project on reforming the organizational structure and developing human resources in the Tax sector by 2030;
(7) Project to modernize information technology system serving tax management by 2030.
Comrade Tran Cong Thanh added: In order to successfully implement the goals, targets and tasks stipulated in the Tax System Reform Strategy, the Tax Department has specifically assigned each functional Department and the regional and district Tax Branches under the Tax Department to monitor the implementation results, report to the Standing Steering Committee for synthesis and report to the General Department of Taxation. Regarding the modernization of the information technology system serving tax management, the Tax Department will achieve the following goals by 2025:
Regarding the application of information technology in providing services to taxpayers: the rate of taxpayers granted identification and electronic authentication to use electronic tax services provided by the Tax sector reached 100%; the rate of tax administrative procedures carried out in the form of electronic transactions at levels 3 and 4 reached 90%; the rate of online public services at levels 3 and 4 connected and shared with the National Public Service Portal reached 100%.
Regarding the application of information technology in tax management: the rate of demand for collecting, processing, storing, and exploiting computerized data for tax management and direction and administration of tax authorities applying information technology in an integrated and centralized direction reaches 100%; the rate of tax authority inspection activities carried out through the digital environment and tax authority information system reaches 50%; the rate of work records processed in the network environment reaches 80%; the rate of civil servant and public employee records stored and managed in the form of electronic records reaches 100%; the rate of civil servants and public employees granted accounts to use information technology systems including: user accounts, emails, online information exchange accounts reaches 100%; The rate of information exchange connection needs between relevant units, ministries, and organizations applying information technology according to the roadmap for implementing agreements and cooperation documents between the parties reached 100%.
Deploying hardware, technical infrastructure, security, and information safety: the rate of server systems deployed on cloud computing platforms reaches 90%; the rate of core applications (including the Electronic Tax Service application, the Integrated Tax Management application, online public services in the tax sector integrated with national public services...) ensuring operational readiness at the Disaster Backup Data Center (DRC) when incidents arise reaches 90%; the rate of information technology systems operated, monitored, and supervised centrally reaches 90%; the rate of civil servants with functions and tasks that must handle work outside the tax authority headquarters who can access the remote working system reaches 100%; the rate of information technology systems of the Tax sector that are guaranteed information security according to the 4-layer model reaches 100%; the rate of information systems approved for information system security levels reaches 100%; The rate of information on tax declaration and electronic tax payment processed within 24 hours reached 100%; the rate of electronic tax payment amount accounted for in real-time payment reached 100%; the rate of taxpayers granted tax obligation lookup accounts and electronic tax payment on smart mobile platforms reached 100%.
