On the morning of November 1, Minister of Culture, Sports and Tourism Nguyen Van Hung presented to the National Assembly a proposal on investment policy for the National Target Program on Cultural Development for the 2025-2030 period.
10 key contents
The Minister said the program is implemented nationwide and in a number of countries that have long-standing cultural relations and cultural interactions with Vietnam, and have a large number of Vietnamese people living, working and studying.
The program is implemented nationwide and at a number of Vietnamese cultural centers abroad.
The total resources mobilized to implement the program for the 2025-2030 period are expected to be 122,250 billion VND. The total resources mobilized to implement the program for the 2031-2035 period are expected to be 134,000 billion VND.
Thus, the total resources mobilized to implement the cultural development program for the 2025-2035 period is 256,250 billion VND.
Minister Nguyen Van Hung said that through review, the Government has balanced the capital source for program development.
The total resources mobilized to implement the program for the 2025 - 2030 period are expected to be 122,250 billion VND, including central budget capital allocated at least 77,000 billion VND, local budget capital of about 30,250 billion VND and other legally mobilized capital of about 15,000 billion VND.
The program will be implemented over 11 years (from 2025 to 2035), divided into phases.
In 2025, policies and a system of guiding documents will be developed to implement the program's tasks.
The 2026-2030 period focuses on solving the limitations and challenges that arise.
In the 2031-2035 period, continue to build and develop an advanced Vietnamese culture imbued with national identity so that culture becomes an endogenous strength and driving force for national development.
The program is designed with 10 components, including developing Vietnamese people with good personality and lifestyle.
Building a healthy and civilized cultural environment; developing a synchronous and effective system of infrastructure, landscapes and cultural institutions. Improving the effectiveness of cultural information, propaganda and education. Preserving and promoting the values of national cultural heritage.
Promote the development of literature and arts. Develop cultural industries. Accelerate digital transformation and apply scientific and technological achievements in the cultural field.

Examining this content, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh said he basically agreed with the estimated total investment and capital sources to implement the program.

By 2035, the cultural industry strives to contribute 8% to the country's GDP. 100% of talented artists, civil servants and public employees in the cultural and artistic fields will have access to, be trained, nurtured and improve their professional skills and expertise.
The review agency believes that it is necessary to consider the feasibility of a number of specific goals, including the goal that by 2030, 100% of cultural and artistic units will carry out digital transformation and apply achievements of the fourth industrial revolution.
