Continuing the 10th Session program, on the morning of November 19, the National Assembly worked in the hall to listen to the Presentation and Verification Report on the draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration work.
Authorized by the Prime Minister, presenting the Report, Deputy Prime Minister Ho Duc Phoc said that the draft Resolution was developed to effectively implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation, improving the quality, efficiency, synchronization, comprehensiveness and breadth of international integration work. At the same time, it is necessary to remove and handle obstacles, create breakthroughs to maximize the use of external resources and favorable conditions to build an independent, autonomous, self-reliant, self-reliant, fast-growing and sustainable economy; directly and effectively contribute to the implementation of the country's strategic development tasks until 2030 and 2045.

Promote international development cooperation, increase the country's soft power
The Draft Resolution consists of 8 Chapters, 29 articles with 2 appendices, focusing on three major policies:
Firstly, the policy is to strengthen and deepen partnerships, promote and elevate multilateral diplomacy, proactively contribute intelligence and resources to peacekeeping and promote international development cooperation, and increase the country's soft power.

Accordingly, the Government is allowed to issue a Resolution to handle legal problems in implementing cooperation projects with foreign partners of key and strategic nature according to the direction of competent authorities. The Government decides to provide preferential support to international organizations and foreign non-governmental organizations present in Vietnam, develop Vietnam research programs and guest programs of Party, State and Government leaders to enhance understanding of Vietnam. Allow localities to establish representative offices abroad in some key areas; empower localities to take the initiative in repairing border works...
Second, the policy promotes the central role of the driving force and the main force of enterprises in international integration. Specifically, the draft Resolution allows enterprises to establish an International Enterprise Development Fund to improve competitiveness; allows industry associations to establish an industry export promotion fund to promote trade, research and development and protect brands; supports Vietnamese enterprises abroad to establish representative organizations and protect the interests of enterprises abroad.
Third, the policy promotes training, improves the quality and quantity of staff working in foreign affairs and international integration at both the central and local levels. In particular, 100% salary support according to the current coefficient of those working in foreign affairs and international integration regularly in the entire political system, allowing experts, scientists, and people fluent in rare foreign languages to receive 300% of their salary according to the salary coefficient; applying lump sum spending in strategic research implementation...
Regarding the budget for implementing the Resolution, including the state budget and other legally mobilized funding sources, the Government estimates the annual impact of implementing the Resolution to be about VND 990 billion.
Proposing to supplement financial support mechanisms and policies for localities to carry out border exchanges
In the review report, Senior Lieutenant General Le Tan Toi, Chairman of the National Defense, Security and Foreign Affairs Committee, stated that the Committee agreed with the necessity of issuing the Resolution.
Because the draft content proposes many policies of a specific nature, beyond the framework, related to many specialized legal documents, including a number of laws being amended and considered for approval at the 10th Session. Therefore, some opinions in the Committee on National Defense, Security and Foreign Affairs suggested continuing to carefully review to avoid overlaps and conflicts with current legal documents; there needs to be a more specific impact assessment of specific mechanisms, beyond the framework.

Regarding the regulations on handling difficulties and obstacles in implementing cooperation projects with foreign partners of key and strategic nature, Chairman Le Tan Toi said: Some opinions say that the policy on handling difficulties and obstacles must be directed towards the root cause, especially obstacles in conflicts in the application of the law, not towards specific projects. Therefore, it is proposed to clearly stipulate the criteria for determining "key and strategic projects" and supplement the reporting mechanism to the National Assembly Standing Committee and the supervision mechanism of the National Assembly agencies.
Regarding border diplomacy, the Committee proposed to supplement mechanisms and policies to support financial resources for localities to carry out border exchanges; have regulations on the apparatus for foreign affairs in localities with land and sea borders; have regulations on decentralization and assignment of border diplomacy tasks between commune and provincial levels. In addition, it is necessary to pay attention to and arrange central funding sources to carry out tasks of repairing and building new border markers, especially in border localities with many difficulties.
Regarding Vietnamese representative agencies abroad, the Committee recommends clarifying the actual situations that have arisen due to the need to buy a house that is considered urgent in recent times; and studying and proposing additional policies for diplomatic representative agencies when amending the Law on Vietnamese Representative Agencies Abroad.
