According to a quick survey by the ward, by the morning of November 19, some areas were flooded up to nearly 2 meters, causing isolation, concentrated in residential groups (TDP): Vinh Xuan, Phuoc Son, Phuoc Thuong, Phuoc Ha, Thai Thong 1, Thai Thong 2, Thuy Tu, Dat Lanh... Thanh Phat and Thanh Dat TDPs are at risk of landslides if heavy rain continues.

The Ward People's Committee has directed the Ward Civil Defense Command to mobilize resources to support people to evacuate from flooded areas; focus on reviewing and proactively organizing the evacuation of people in all areas identified as unsafe, especially those at risk of deep flooding and landslides; fully and promptly prepare necessities, rescue equipment, and ensure on-site reserves to be ready to support people during the evacuation and temporary stay. Members of the Ward Civil Defense Command closely coordinate with each residential group to mobilize people to move assets and belongings in low-lying areas to high places. Shock forces are on duty at key points to mobilize, guide people and handle situations. The forces continue to strictly block off dangerous areas to warn and prevent people from entering dangerous areas. Ward leaders instruct the forces to proactively respond, ensure safety of people's lives and minimize property damage; Resolute enforcement against cases of deep flooding, isolation, and landslide risk but not complying with evacuation orders.

As of 10:00 a.m. on November 19, the ward had completed the evacuation of 198 households with 666 people from the residential areas of Phuoc Thuy, Thanh Phat, Thanh Dat, Vinh Xuan, Phuoc Loi, Phuoc Thuong, and Phuoc Loc to safe shelters.

The difficulty of the ward is that some rescue vehicles are not suitable for deep flooded areas, making it difficult to access and rescue. Up to now, the ward has mobilized 3 more jet skis to approach Vinh Xuan residential area, where about 20 people are isolated; at the same time, it continues to call for and mobilize more rescue vehicles to support the evacuation of people in isolated areas, trying to get people out of the danger zone by noon on November 19.
