Districts, towns and cities prepare safe evacuation points, ensure adequate accommodation, food, drinking water and medicine for people; instruct people to understand the procedures and operations when an evacuation order is issued; resolutely implement evacuation plans, ensuring safety for people; assign officers to be in charge of each area and household that needs to be evacuated, ensuring that no people are left behind.

During the night of September 9 and early morning of September 10, water rose at the entrance to Chuong Duong Do parking lot (Hoan Kiem district, Hanoi). Authorities blocked the road and warned people not to approach the dangerous area.

At 10pm, the water rose at the end of lane 76 An Duong (Tay Ho district). The further into the lane, the higher the water rose, reaching more than half a person. The water flooded so quickly in the evening that people had no time to react.

In Tu Lien area, water also flooded the beach, the water level rose quickly causing panic among people because many crops, especially kumquat trees, were flooded.

Faced with the rising water level of the Red River, causing the risk of flooding, the Hanoi Department of Agriculture and Rural Development has requested the People's Committees of districts, towns and cities to be ready to evacuate people living in the middle of the Red River in the districts of Tay Ho, Ba Dinh, Long Bien...
