On June 4, Chinese Defense Minister Li Shangfu put forward a new four-point proposal on how to pursue security cooperation in the Asia- Pacific region at the 20th Shangri-La Dialogue security forum taking place in Singapore.
According to Xinhua, the first point of this security initiative proposal is mutual respect, non-interference in internal affairs or other regional issues, thereby avoiding unilateral sanctions. China supports ASEAN's central role in the region and the association's strategic autonomy.
Second, uphold fairness and equality, not apply separate laws. All countries, regardless of whether they are big or small, rich or developing, are equal members of the international community.
International issues should be handled by all countries through consultation rather than decided by a small group. Minister Li Shangfu stressed that China supports maintaining the international system with the United Nations at its center, an international order based on international law, and basic norms governing international relations based on the purposes and principles of the United Nations Charter.
Third is to eliminate conflicts and confrontations with mutual trust and consultation. Minister Li Shangfu pointed out that only by strengthening dialogue and communication, promoting solidarity and cooperation can stability in the region be ensured.
Fourth, it is to prevent the risk of confrontation in the region in the spirit of openness and inclusiveness. The Chinese Defense Minister stated that today the Asia- Pacific region must be a "big puzzle" of open and inclusive cooperation./.
