Determined to complete on schedule
According to the report of the Provincial Traffic Construction Investment Project Management Board, up to now, the work of receiving and handing over the site for the implementation of the bidding packages of the Ho Chi Minh City Ring Road 3 project through the province has reached 100%; in June 2025, the technical infrastructure relocation will be completed. Currently, the implementation volume of the 5 component projects has reached 37.5% compared to the contract volume, of which the XL1 bidding package for the construction of Tan Van intersection has reached 18.26%; the XL2 bidding package for the construction of Binh Chuan intersection has reached 42.94%; the XL3 bidding package from Binh Chuan to Saigon River has reached 34.67%; the XL4 bidding package for the construction of Binh Goi bridge has reached 71.13%, up to this point, meeting the set progress, ready to close and complete the bidding package in 2025.
Mr. Tran Hung Viet, Director of the Provincial Traffic Construction Investment Project Management Board, said that to ensure the project's completion progress according to the required milestones, the management board will increase the mobilization of materials to the project, increase construction sites, increase shifts, and transfer the workload of the consortium members. Component 5 currently has 658 engineers and workers, 327 pieces of equipment of various types, and 43 construction sites. At the construction site, construction units are speeding up the progress, increasing shifts, and are determined to ensure compliance with the plan.
Mr. Luong Minh Phuc, Director of the Ho Chi Minh City Construction Investment Project Management Board, said that under the direction of the Prime Minister, the Ho Chi Minh City Ring Road 3 project aims to complete 3,000km of road in 2025. Currently, investors and contractors are actively speeding up the progress. For Long An province, 67.5% of the volume has been achieved, Ho Chi Minh City has achieved 41%, Binh Duong has achieved 37.5%, and Dong Nai has achieved 36%.
Ensure material sources for the project
Regarding the source of construction materials supplied to the project, Mr. Tran Hung Viet said that for the sand for the roadbed, the total demand for sand for the project component 5 passing through Binh Duong province is 0.7 million m3, as of June 2, 2025, the total volume of sand brought to the construction site is 0.31 million m3 of domestic commercial sand and sand imported from Cambodia. In 2025, the volume of sand for the roadbed will continue to be taken from the allocated mines, including Binh Hoa Phuoc 2 mine, Chanh An mine (Vinh Long), Vam Cai Thia mine (Tien Giang) and sand imported from Cambodia.
Regarding roadbed soil, the total demand for roadbed soil of component project 5 through Binh Duong province is 0.816 million m3, currently 0.154 million m3 of soil has been brought to the project and 0.208 million m3 has been contracted to supply from existing mines in operation and surplus soil from construction projects in Binh Duong province. The remaining soil volume will continue to be taken from the source of fill soil, initially taken from the location proposed for licensing of group IV mineral mines of Truong Son Construction Corporation (proposed location in Tan Dinh commune, Bac Tan Uyen district); after Thuong Tan VII stone mine and Tam Lap 2 stone mine in area B are qualified for operation, the source of fill soil will continue to be taken from these 2 mines. Regarding basic construction stone materials, Binh Duong province meets the demand; Relevant departments and branches have compiled the needs, proposed mining distribution and recommended the Provincial People's Committee to distribute construction stone to each contractor and each mine.
According to Mr. Luong Minh Phuc, regarding materials for the Ho Chi Minh City Ring Road 3 project, under the strong direction of the Prime Minister, Deputy Prime Ministers, and the direction of the leaders of Vinh Long, Tien Giang, and Ben Tre provinces, up to now, 10/14 mines have been licensed for exploitation. Currently, the Ho Chi Minh City Construction Investment Project Management Board is trying to coordinate the implementation of related stages so that this June, 14/14 mines will be put into operation, ensuring the supply of about 4 million m3 from now until 2026, enough for the bidding packages of the Ho Chi Minh City Ring Road 3 project.
Mr. Luong Minh Phuc added that by putting 14 mines into operation, along with searching for more sand sources from the domestic market and sand imported from Cambodia, the sand problem will be basically solved, as well as ensuring about 3 million m3 of rock from the two provinces of Binh Duong and Dong Nai to support. The ultimate goal is to basically open technical traffic by December 31, 2025, put into operation some sections of Ho Chi Minh City Ring Road 3, and officially open to traffic by June 30, 2026 to serve people's travel as well as effectively promote the project's investment goals.
Speaking at the inspection, Deputy Prime Minister Mai Van Chinh highly appreciated the efforts and determination to speed up the progress of the localities where the Ho Chi Minh City Ring Road 3 project passes through; at the same time, he emphasized that Ho Chi Minh City, Binh Duong, Long An and Dong Nai provinces have thoroughly grasped and implemented the Prime Minister's instructions. The Deputy Prime Minister also requested localities, investors and construction units to be more drastic and urgent to speed up the construction progress; ensure the quality and efficiency of the project as well as safety during the construction process; strive to basically complete and open the entire Ho Chi Minh City Ring Road 3 route to traffic in 2025. |
