On the afternoon of July 4, the National Data Center, Ministry of Public Security held a ceremony to launch the Center for Innovation, Data Exploitation and the Department of System Security and Safety.
This event marks an important step forward in the strategy to promote the creation, sharing and exploitation of national data in a safe, effective and sustainable manner.
The establishment of the two new units comes amid major changes in the country, with the July 1 milestone marking the launch of the two-tier local government model and the official entry into force of the Data Law.
This is the time for Vietnam to enter a new chapter of reform, with the rearrangement of the national administrative map and the establishment of a digital data map, shaping the future of governance through law and technology.
With the Data Law, official data is seen as a new strategic resource, and data law is the digital border of the country.

At the launching ceremony, Major General Nguyen Ngoc Cuong, Director of the National Data Center, presented decisions on personnel work for the two new units.
Accordingly, Major Dao Duc Trieu, Deputy Head of the General Staff Department, Department of Cyber Security and High-Tech Crime Prevention, was appointed to the position of Director of the Center for Innovation and Data Exploitation.
Lieutenant Colonel Dang Van Hieu, Deputy Head of Target Information Department, Department of Cyber Security and High-Tech Crime Prevention, took on the role of Head of System Security and Safety Department.
In his speech directing and assigning tasks, Major General Nguyen Ngoc Cuong requested the two new units to closely coordinate with relevant units to develop and advise on draft Decrees and guiding documents on ensuring security, safety and data confidentiality.

At the same time, units need to research and build strong legal corridors, mechanisms and policies to promote science and technology development, innovation and digital transformation in the data field, and protect intellectual property rights from data.
Major General Cuong also emphasized the research and development of innovation funds on data science and data industrial parks.
In the immediate future, the Center for Innovation and Data Exploitation will focus on implementing the Data Industrial Park Project, the Data Economy Project, and the National Database Development Project.
The Center for Innovation and Data Exploitation is positioned as the brain of innovation in the field of data, with the task of promoting the exploitation, application and transformation of data into value to serve the administration, management and socio-economic development.
This will be a place to open up innovative directions and cooperation between the state, businesses and research institutes in creating new data platforms and business models.
In addition, the center also plays a leading role in research, development and application of core data technology products, from digital infrastructure platforms, AI technology, blockchain to big data management and analysis systems.
This is also a place to incubate strategic technology initiatives, accompanying the Government, businesses and people on the journey to modernize the country.
Within the framework of the event, the Center for Innovation and Data Mining signed a cooperation agreement on science and technology development and innovation with 27 strategic technology partners, representing many different fields.
Also at the event, the Center for Innovation and Data Exploitation in collaboration with the National Data Association introduced 6 typical products in research, development and application of core technology - the pillars of the digital economy.
These products include: NDAChain - National Blockchain Platform; National Data Integration, Sharing, and Coordination Platform; National Decentralized Identity Application; National Rabbi Virtual Assistant; National Email System; and National Data Exchange.
