The Central Committee uses the vote of confidence as the basis for evaluating and mobilizing cadres.

This is not the first time the Central Executive Committee has taken a vote of confidence in these positions. However, the Politburo 's Regulation 96 on taking a vote of confidence in leadership and management positions in the political system, which has just been issued, has many new points.

With this regulation, the vote of confidence is not only for reference, contributing to the evaluation of cadres but also used directly in the work of evaluating, arranging, transferring and implementing policies for cadres. This is also the basis for mid-term review, preparing personnel for the Party Congresses at all levels in the next term.

In the 11th and 12th terms, the Central Executive Committee conducted a vote of confidence for Politburo members and Secretariat members. Following the vote of confidence in the previous two terms, Mr. Nguyen Duc Ha, former Head of the Party Base Department, Central Organization Committee, said that the vote of confidence in the past two terms was good, reflecting objectivity and accuracy. Up to now, the Politburo still takes 3 levels: "high confidence", "confidence" and "low confidence".

Confident in the results of this vote of confidence, Mr. Nguyen Duc Ha said: "The Central Executive Committee votes for the members of the Politburo and the Secretariat, clearly the responsibility is much higher. As a member of the Central Committee, your thoughts and views must be different. Although it is an information channel, it is a very important information channel to help with the evaluation."

The important point of Regulation 96 is: Through a vote of confidence to evaluate cadres, if they do not meet the necessary confidence requirements, they will be dismissed. For "those with 2/3 or more low confidence votes will be dismissed from their current positions and assigned to other lower positions without waiting until the end of their term or appointment period".

As a member who contributed comments to the Project of taking a vote of confidence for positions by the Central Executive Committee this time, Associate Professor, Dr. Vu Van Phuc, Vice Chairman of the Scientific Council of the Central Party Agencies, assessed: “If previously, taking a vote of confidence was considered only a reference document, contributing to the evaluation of cadres, then Regulation 96 has affirmed that the vote of confidence is the basis for evaluating cadres, the basis for arranging and implementing cadre policies. Thus, the position, role and significance of taking a vote of confidence according to Regulation 96 is at a higher and more drastic level than the previous regulation”.

Regulation 96 adds criteria on the exemplary conduct of not only the management leaders but also their spouses and children in complying with State policies and laws as well as the exemplary responsibility of the officials to be considered when taking a vote of confidence. This is an important criterion for gaining trust in management leaders.

Mr. Nguyen Viet Thiet, a member of the Thang Long Club, expressed: "If you are not a good example in your family, your wife and children will do wrong; taking advantage of the position and power of your husband and father to do things that benefit them. That is a violation of the law. Therefore, Regulation 96 is very necessary."

Sharing the same view, Mr. Nguyen Ngoc Hac, former Chief Inspector of the Ministry of National Defense, said: "Cultivate yourself, regulate your family, govern the country, and pacify the world". To lead better and more correctly, you yourself must be correct. Second, family members must also practice well, and not take advantage of their positions to do wrong things. Only then will the leadership's prestige be better.

Taking a vote of confidence recognizes and evaluates the efforts of those who receive high votes of confidence; at the same time, for those cadres who have not performed their assigned tasks well and have low votes of confidence, there is an opportunity to reflect and "self-reflect and self-correct".

The people expect the Party Central Committee members to promote their spirit and responsibility, correctly evaluate the qualities, capacities, results of performing assigned duties and the prestige of those who are voted for, contributing to building and consolidating the quality of the cadre team and making the Party increasingly clean and strong./.
