Project to establish provincial and municipal party committees on the basis of merging provincial party committees
Regarding the establishment of a new provincial or centrally-run city party committee after the merger of provincial-level administrative units, the guidance states that the provincial or centrally-run city party committee, which is determined to be the political -administrative center of the provincial-level administrative unit after the merger, shall preside over and closely coordinate with the provincial and centrally-run city party committees (which have been approved by the Central Executive Committee in principle for the merger) to develop a project to establish a provincial or centrally-run city party committee on the basis of the merger of provincial-level party committees before the arrangement. Complete the project and send it to the Central Organizing Committee before June 15.

Based on the approved project and the decision of the competent authority on the establishment of the Party Committee and the appointment of the Party Committee, the Standing Committee of the Party Committee, the Secretary, Deputy Secretaries, the Inspection Committee, the Chairman and Deputy Chairmen of the Inspection Committee; the Standing Committee of the Provincial Party Committee assigns and arranges leaders, managers, cadres, civil servants and public employees of specialized advisory and support agencies, and public service units of the Party Committee according to its authority and on the basis of the existing staff; completes the Party Committees and subordinate Party Committees according to regulations. This task is to be completed before September 15.
The guidance states that for provinces and centrally-run cities that do not merge provincial-level administrative units, provincial and municipal Party Committees shall lead and direct work according to the functions, tasks, and authorities prescribed by the Central Government.
The Central Organizing Committee will appraise the projects of the provincial and municipal Party Committees; advise and submit to the Politburo and the Secretariat to decide on the establishment of Party Committees of provinces and centrally-run cities; appoint the executive committee, standing committee, secretary, deputy secretary of the provincial and municipal Party Committees, inspection committee, chairman and deputy chairman of the inspection committee of the provincial and municipal Party Committees for the 2020-2025 term. The completion time is synchronized with the merger of provincial-level administrative units (no later than September 15).
After the Resolution of the National Assembly on amending and supplementing a number of articles of the 2013 Constitution and merging and consolidating provincial-level administrative units, the Resolution of the National Assembly Standing Committee on establishing commune-level administrative units took effect, the provincial Party Committee decided to terminate the old district-level and commune-level Party Committees; establish a new commune-level Party Committee after the merger as the direct superior Party Committee of the grassroots Party organization.
"In the process of performing the task of arranging and organizing the apparatus, provincial and municipal Party Committees need to seriously implement the Party Charter, resolutions of the Central Committee, conclusions and directions of the Politburo and Secretariat," the guidance stated.
The Party Committee of the commune and ward has established 3 specialized agencies to advise and assist.
Regarding the establishment of Party committees of communes, wards, and special zones (new commune level) after the merger and arrangement of administrative units at the commune level, the guidance of the Central Organizing Committee states that the Standing Committees of provincial and municipal Party Committees directly under the Central Committee currently direct the development of a project to end the activities of the old district-level Party committees and commune-level Party committees; and establish new commune-level Party committees.
When carrying out this task, it should be noted that the end of the activities of the old Party Committees must be synchronized with the establishment and operation of the new Commune-level Party Committees. The completion time must be synchronized with the merger and arrangement of commune-level administrative units, before May 15.
After approving the project, according to the instructions, the provincial and municipal Party Committees will deploy and complete the following contents in sync with the merger and arrangement of commune-level administrative units (from July 1, 2025 to August 15, 2025).
Specifically, implementing the decisions of the provincial and municipal Party Committees: establishing commune-level Party Committees, appointing executive committees, standing committees, secretaries, deputy secretaries, inspection committees, chairmen and deputy chairmen of inspection committees of commune-level Party Committees for the 2025-2030 term.
On the basis of the approved project and decision of the competent authority, the Standing Committee of the provincial Party Committee and the commune-level Party Committee, according to their functions, tasks and authority, shall lead, direct and implement the establishment of advisory and support agencies and public service units of the commune-level Party Committee.
Accordingly, the Party Committee of the commune and ward is allowed to establish 3 specialized advisory and support agencies, including: (i) Office, Party building committee, Party committee inspection committee. (ii) The Party Committee of the commune and ward where the district-level political center is currently located is allowed to establish an additional political center as a public service unit of the Party Committee. (iii) The Party Committee of the special zone is the direct superior Party Committee of the grassroots Party organization and is allowed to establish up to 4 advisory and support agencies, including: Office, Organization Committee, Propaganda and Mass Mobilization Committee, Inspection Committee and Political Center as a public service unit of the Party Committee.
The new commune-level party committee has about 15-17 people.
Provincial and municipal Party Committees lead, direct, arrange and assign leaders, managers, civil servants, public employees and staff of advisory and support agencies to commune-level Party Committees in the direction of basically arranging current district and commune-level officials, civil servants, public employees and staff to commune level and increasing a number of leaders and managers of provincial-level departments, agencies and branches to commune level (if necessary).
Based on the direction of the provincial and municipal Party Committees and the functions, tasks, and organizational structure of the commune-level Party Committees and the advisory and support agencies for the commune-level Party Committees, the commune-level Party Committees shall receive, assign, and arrange cadres, civil servants, public employees, and payrolls to the commune level according to regulations, with the completion time synchronous with the consolidation and arrangement of commune-level administrative units, before July 1.
The guidance states that for commune-level administrative units that remain unchanged and are not merged, the leadership agency shall implement Directive 45-CT/TW of the Politburo; arrange the staffing of the advisory agency to assist in accordance with the requirements and actual situation, ensuring the general balance in the political system at the same level.
"The staffing of leaders, civil servants, and public employees of specialized advisory and support agencies and public service units of the Party Committee at the commune level (new) is oriented to be about 15-17 staffing levels; in places with political centers, the staffing level will not exceed 20 staffing levels. In the immediate future, more staffing levels can be arranged (including existing Party officials of districts and communes and some provincial-level officials and civil servants); after completing the job position, after a maximum of 5 years, it must be implemented in accordance with the regulations of the competent authority," the guidance stated.
The Central Organizing Committee noted that for the leadership positions of the Party Committee at the commune level, it is necessary to consider and arrange cadres with sufficient qualities and capacity to meet the general work requirements, and at the same time, in the following order of orientation: (i) Comrades who are standing members; members of the Standing Committee; Vice Chairmen of the People's Council, People's Committee; current district-level Party Committee members...; (ii) Strengthening a number of leaders and managers at the provincial level (if necessary).
