How will schools, medical centers and hospitals be arranged when the district level is removed?

The Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model guides the rearrangement of public service units such as schools, medical centers, and hospitals.

According to the guidance of the Steering Committee for the arrangement of administrative units at all levels and the construction of a two-level local government organization model in Official Dispatch No. 03/CV-BCĐ, public secondary schools, primary schools, kindergartens and health centers at the commune and ward levels will be assigned to the local authorities at the commune level for management.

Official dispatch No. 03/CV-BCĐ orients a number of tasks on the arrangement of administrative units and the organization of two-level local governments; on the organization of apparatus, cadres, civil servants and public employees when implementing the arrangement.

Regarding public service units, Official Dispatch No. 03/CV-BCĐ clearly states that the arrangement of public service units under the current district-level People's Committees for transfer and establishment of new public service units under the commune-level People's Committees after the arrangement is implemented according to the orientation in Conclusion No. 137-KL/TW and the instructions of the Ministries managing specialized sectors and service fields.

After the two-level local government comes into operation, the Government will assign the Ministry of Home Affairs to coordinate with relevant ministries and branches to develop and submit to the Government amendments, supplements or new issuance of regulations related to the organization and operation of public service units to ensure effective operation and meet people's needs.

In the education sector, maintain public secondary schools, primary schools, and kindergartens and transfer them to local authorities at the commune level for management.

For vocational education centers and continuing education centers under the current district-level People's Committees, they will be transferred to the Department of Education and Training for management and reorganization to provide services at the commune and ward levels.

In the health sector, Official Dispatch No. 03/CV-BCĐ directs the maintenance of existing commune and ward health stations to meet the health care needs of local people.

Based on the area and population size of the new commune-level administrative unit, the Provincial People's Committee can reorganize it into a public service unit directly under the Commune-level People's Committee to perform the tasks of disease prevention and primary health care for local people.

For medical centers and general hospitals under the People's Committees at the district level, they will now be transferred to the Department of Health for management to arrange and organize service provision according to inter-commune and ward areas.

Localities arrange and organize 1 public service unit under the People's Committee at the commune level to provide basic and essential public services to local people (providing public services in the fields of culture, sports, tourism, information, communications, agriculture, environment, etc.).

Localities arrange and reorganize 1 autonomous public service unit with regular expenditures (Project Management Board) under the People's Committee at the commune level to provide public service in the fields of construction, land fund development, site clearance, etc. in the area.

If necessary, the Provincial People's Committee may establish a public service unit under the Project Management Board of the Provincial People's Committee to provide services in inter-commune and ward areas.

Provincial People's Committees shall restructure or dissolve ineffective public service units, ensuring the improvement of the quality of providing basic and essential public service units associated with restructuring and reducing the number of civil servants receiving salaries from the state budget according to the requirements of Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Central Conference, 12th tenure, on continuing to innovate and manage, improve the quality and efficiency of public service units.
