Accordingly, the Ministry of Agriculture and Environment requested the Department of Digital Transformation to coordinate with the Department of Land Management to connect the national land database with the national population database in June 2025.

The Department of Digital Transformation shall coordinate with the Department of Land Management to synchronously deploy the national land database to the National Data Center (upon request). This task must be completed by August 2025.

In addition, the Department of Land Management will coordinate with the Department of Digital Transformation to bring digitized and cleaned data with the National Population Database to implement administrative procedure reduction, not requiring people to declare related documents, focusing on the land sector, to be completed in June 2025.

The Department of Land Management and the Department of Digital Transformation coordinate with the Department of Agriculture and Environment of provinces and centrally run cities to integrate and build a national database on land (data of 495/696 district-level units).

The Department of Land Management coordinates with specialized agencies of the Ministry of Public Security to carry out the task of Location Identification, to be completed in December 2025.

To ensure progress, the Ministry of Agriculture and Environment requires assigned units to ensure "clear people, clear work, clear time, clear results, clear responsibilities", assign responsibilities to the heads of each unit, assign units to develop implementation plans, organize implementation, inspect, supervise, and evaluate implementation, ensuring high efficiency and feasibility.

Specifically, regarding the construction of a national land information system, connecting with the national population database, the Ministry assigned the Department of Land Management to coordinate with the Department of Digital Transformation to urge localities to urgently focus resources, speed up the construction progress, and complete local land databases.

Along with that, assigned units proactively review district and commune-level administrative units that have land data to immediately put into management, operation, exploitation, and synchronous integration into the national land database.
