Speaking at the opening of the conference, Deputy Minister of Health Do Xuan Tuyen emphasized that expanding the growing area of Ngoc Linh ginseng and other precious medicinal herbs, combining forest conservation and tourism development, not only helps protect rare genetic resources but also creates sustainable livelihoods for ethnic minorities in mountainous areas.
“Developing modern pharmaceutical industrial centers, researching deep processing and building brands is an urgent direction, especially in the Central Highlands region, where there are special conditions and suitable climate and soil. Developing the pharmaceutical industry brings economic benefits, creating sustainable livelihoods and reducing poverty,” said Deputy Minister Do Xuan Tuyen.
According to Mr. Tuyen, the project will be an important legal basis and motivation to guide people to develop their potential strengths, while calling on businesses to invest in farming and processing products, improving living standards and developing the local socio-economy.

At the conference, Vice Chairman of the Provincial People's Committee Ho Quang Buu announced Decision 463/QD-TTg approving the Project with the goal of building a synchronous value chain from cultivation, processing to consumption of medicinal products, taking Ngoc Linh ginseng - a rare and precious medicinal herb, endemic to Ngoc Linh mountain area as the center.
The Institute of Medicinal Materials (Ministry of Health) also presented a report on the potential for medicinal plant development in the Central Coast and Central Highlands. With an area of 98,974 km², accounting for 30% of the country, this region possesses diverse terrain and rich medicinal plant resources, including 832 species in Quang Nam such as Ngoc Linh ginseng, cinnamon, Morinda officinalis, Codonopsis pilosula, and Polyscias fruticosa. Ngoc Linh ginseng, with 19/52 types of damaran saponins and valuable compounds such as Majonosid R2, Gingsenosid Rg1, Rb1, is highly valued for its medicinal and economic value.

Also at the conference, investment cooperation memorandums were signed between the People's Committee of Quang Nam province and multinational enterprises and corporations, focusing on developing raw material areas, building infrastructure, transferring technology and deep processing to meet GACP-WHO and GMP-WHO standards.
Affirming the desire for development
Deputy Prime Minister Le Thanh Long emphasized the project's role in promoting socio-economic development, especially in ethnic minority and mountainous areas.
Medicinal materials have multi-sectoral and multi-field significance, developing resources for healthcare, creating conditions to improve people's lives, especially in mountainous areas. General Secretary To Lam at the working session with the healthcare sector also had clear orientations, including the issue of developing medicinal materials and Oriental medicine.
"However, the project is just a move by the Government to create a boost, a starting point, there are still many things that Quang Nam needs to do after that. Quang Nam considers this as a starting point for implementation. This is a project containing many expectations, setting many motivations to strive, contributing to the socio-economic development of the province" - the Deputy Prime Minister emphasized.
In the coming time, Deputy Prime Minister Le Thanh Long suggested that Quang Nam preside over and coordinate with neighboring provinces and businesses to support each other to grow and look far ahead to create competition for Ngoc Linh ginseng and medicinal herbs, especially in the international market.
Quang Nam also needs to soon complete the announcement of land use planning and related planning, and pay attention to investing in technical infrastructure systems for medicinal plant areas.

According to Plan 3484/KH-UBND dated April 26, 2025 of the People's Committee of Quang Nam province, the implementation roadmap is divided into two phases. Phase 2025 - 2035 focuses on developing raw material areas meeting GACP-WHO standards, completing infrastructure in Chu Lai Open Economic Zone (50ha), attracting investment to build 3-5 processing factories meeting GMP-WHO standards, and establishing Ngoc Linh Ginseng Research Center in Tam Ky City.
The 2036 - 2045 period aims to complete a synchronous infrastructure system, diversify medicinal products, and participate in the global value chain with high-quality export products. Specific tasks include developing preferential policies, preserving Ngoc Linh ginseng genetic resources, developing a production - consumption chain, organizing ginseng and medicinal festival every 2 years, and creating jobs for 10,000 workers in the growing area.
