Exemplary and enthusiastic village chief in Ta Rut

“He is an enthusiastic and creative cadre with many practical tasks and a high sense of responsibility in his work. In addition to the work of the village and commune, he is also an example of family economic development, a pioneer in poverty reduction, contributing to improving the economic life of the people and building the village to become more and more prosperous”, that is the comment of Acting Chairman of Ta Rut Commune People's Committee Ho Van Buoc about Mr. Ho Van Quang (born in 1982), Party Cell Secretary, Head of Ta Rut 2 Village, Ta Rut Commune, Dakrong District.

This year, 43 years old, Mr. Quang has been in charge of the village chief position for 15 years. From 2013 to now, he has been elected as Party Cell Secretary and Village Chief of Ta Rut 2. During that time, Mr. Quang, together with the Party Cell, the Front Committee and mass organizations in the village, have overcome many difficulties to promote the propaganda of the Party's guidelines, the State's policies and laws, and the goals of building the homeland to the people.

“When I first started my job, I realized that the majority of villagers had low levels of education, which made it difficult to carry out propaganda work. If the cadres did not have a reasonable approach, people would not understand and it would be difficult to achieve the goals of building and developing their homeland. Another obstacle was that many households were often absent from village meetings due to illness or being busy working in the fields... I was very concerned and determined to find a way to change,” Quang said.

To suit the working and living hours of the majority of villagers, Mr. Quang asked for opinions and agreed that the whole village would flexibly change the meeting hours appropriately, sometimes during the day, and during the harvest season, in the evening.

In each meeting, he took the opportunity to discuss and implement issues or documents from superiors in the quickest, easiest to hear, and easiest to understand way. Up to now, meetings and implementation of local plans in Ta Rut 2 village have gradually become routine. People are more self-aware because every time they attend a meeting, they can listen to the village chief discuss in an easy-to-understand way, and all questions and concerns are answered in a reasonable and sympathetic manner.

Identifying himself as a “bridge” to bring the Party’s guidelines, policies and laws of the State closer to the villagers, Mr. Quang is always ready to explain and guide the villagers about laws or policies and even difficulties in life. Thanks to his flexibility and ingenuity in mobilizing, the work of building a cultural life has been focused on and implemented effectively. Up to now, over 97% of households in Ta Rut 2 village have achieved the title of cultural family; the movement to build new rural areas has been actively implemented.

Notably, the construction of self-managed models and routes, village road cleaning campaigns undertaken by women's, youth and veteran associations in the village; mobilizing organizations and individuals to support the construction of bright, green, clean and beautiful roads; and the construction of flower roads on many roads in the village.

Up to now, the village has achieved 10/14 criteria, striving to reach new rural standards in 2025. Through Quang's propaganda and mobilization, villagers have voluntarily changed their thinking and taken good care of their health, when they are sick, they go to medical facilities for examination and treatment instead of inviting shamans and sorcerers.

The collection of various funds has been highly supported by the people; the cultural life of the village has also been somewhat improved thanks to the elimination of bad customs; the majority of villagers are aware of disease and natural disaster prevention. The appearance of the countryside, the way of life, and the quality of life of the people have been constantly improved.

Living in a mountainous area often affected by storms, floods and landslides, Mr. Quang is particularly interested in organizing the village's disaster prevention and rescue team. Mr. Quang said: "To maintain the effectiveness of the team's activities, I proactively call for and receive resources and support gifts such as flashlights, life jackets, raincoats... before each rainy and flood season. In addition, I always take the lead, mobilizing forces to be on duty 24/7. At the spillways on the road to A Vao commune, in addition to working directly with my colleagues, I regularly remind and urge team members to do their duties properly, coordinate closely with the authorities, and ensure the safety of the people."

Ta Rut 2 village currently has 151 households with 538 people, mainly Pa Ko ethnic people. The whole village currently has more than 70 hectares of planted forest; a herd of over 200 buffaloes and cows; more than 1,200 poultry and 55 service business households. To motivate people to improve their production and family economic life, Mr. Quang is always a pioneer and exemplary in economic development and poverty reduction.

Despite being busy with village work and many social activities, he still took the initiative to reclaim and cultivate 2 hectares of cassava and 2 hectares of cajuput forest; and maintained a herd of 10 goats, bringing a stable income to his family. After his family's model proved effective, Mr. Quang used it as evidence to encourage villagers to replicate it, and at the same time supported them with knowledge and experience to work together to develop the economy.

With a sense of responsibility, enthusiasm and prestige, Mr. Ho Van Quang has contributed to helping the Party Cell of Ta Rut 2 village to successfully complete its tasks for many consecutive years and has been commended by all levels; Mr. Quang himself has always been trusted and loved by the villagers. For him, that is the motivation to continue to contribute to his work, contributing to building the village to be increasingly prosperous, civilized and rich.
