The Ministry of Public Security has just issued Circular No. 65/2024/TT-BCA regulating the testing of legal knowledge on road traffic order and safety to restore driving license points.

Accordingly, from January 1, 2025, people's driving licenses will have 12 points. During traffic participation, drivers who violate regulations will have 2-12 points deducted, depending on the nature and severity of the violation.

In case all points are deducted from a driver's license, the driver is not allowed to drive with that license for at least 6 months. After that, the driver must participate in a test on legal knowledge of road traffic order and safety.

The Circular stipulates that the Traffic Police Department and the Traffic Police Department of the Public Security of the province or centrally-run city are the competent authorities to test legal knowledge on road traffic order and safety.

The test consists of two parts: Test of theoretical knowledge of law on road traffic order and safety, conducted according to theoretical test questions to grant driving licenses according to regulations of the Minister of Transport; test of legal knowledge of road traffic order and safety according to simulation of traffic situations on computers according to regulations of the Minister of Transport.

Regarding the testing method, the Circular stipulates: For the theoretical test of legal knowledge, the test taker takes the test on the computer according to the software testing legal knowledge on road traffic order and safety. For the simulated test of legal knowledge, the test taker handles traffic situations according to the simulation on the computer.

Candidates with a Class A1 driver's license take the test in 19 minutes. The test consists of 25 multiple-choice questions, each question is worth 1 point, including 1 question that is considered a failing point. A score of 21/25 or higher is considered satisfactory. In the case of a score of 21/25 or higher but the answer to the question that is considered a failing point is incorrect, the test is not satisfactory.

Candidates with a class A or B1 driver's license must complete the test in 19 minutes. The test consists of 25 multiple-choice questions, each worth 1 point, including 1 question that is considered a failing point. A score of 23/25 or higher is considered satisfactory. If the score is 23/25 or higher but the answer to the question that is considered a failing point is incorrect, the test is not satisfactory.

Candidates with a Class B driver's license take the test in 20 minutes. The test consists of 30 multiple-choice questions, each question is worth 1 point, including 1 question that is considered a failing point. A score of 27/30 or higher is considered satisfactory. In case the score is 27/30 or higher but the answer to the question that is considered a failing point is incorrect, the test is not satisfactory.

Candidates with a Class C1 driver's license take the test in 22 minutes. The test consists of 35 multiple-choice questions, each question is worth 1 point, including 1 question that is considered a failing point. A score of 32/35 or higher is considered satisfactory. In the case of a score of 32/35 or higher but the answer to the question that is considered a failing point is incorrect, the test is not satisfactory.

Candidates with a Class C driver's license take the test in 24 minutes. The test consists of 40 multiple-choice questions, each question is worth 1 point, including 1 question that is considered a failing point. A score of 36/40 or higher is considered satisfactory. In the case of a score of 36/40 or higher but the answer to the question that is considered a failing point is incorrect, the test is not satisfactory.

Candidates with driving licenses of class D1, D2, D, BE, C1E, CE, D1E, D2E, DE take the test in 26 minutes. The test consists of 45 multiple-choice questions, each question is worth 1 point, of which 1 question is considered a failing point. A score of 41/45 or higher is considered satisfactory. In case the score is 41/45 or higher but the answer to the question that is considered a failing point is incorrect, the test is not satisfactory.

Regarding the time, structure of the test and the results of the legal knowledge test according to the simulation, the Circular stipulates: The test time is not more than 10 minutes. The test is designed in the form of 10 questions simulating traffic situations, each question is a situation with potential traffic safety risks, each question has a maximum score of 5 points and a minimum score of 0 points.

The score achieved by the test taker corresponds to the time of recognizing and identifying a potentially unsafe traffic situation through interaction with a computer with simulation software installed. Test takers who score 35/50 points or more are considered to pass.
