Is there still seniority allowance?
From July 1st, 2024, the government will implement salary reforms and apply a new salary policy. Specifically, salaries will include: basic salary (accounting for approximately 70% of the total salary fund) and allowances (accounting for approximately 30% of the total salary fund). Therefore, teachers are concerned about whether they will continue to receive seniority allowances, and if there are no seniority allowances, will teachers' salaries increase compared to the current level?
Many teachers wonder about the allowance regime after salary reform.

In response to teachers' concerns and worries, Mr. Tong Phuoc Loc, Head of the Personnel Organization Department of the Ho Chi Minh City Department of Education and Training, gave an answer based on state regulations on teacher salary policy.
Specifically, regarding the allowance regime when reforming wages, the provisions at Point d, Section 3, Part II on guiding viewpoints, goals and reform contents in Resolution No. 27-NQ/TW of the 7th Conference of the 12th Central Executive Committee dated May 21, 2018 on reforming wage policies for cadres, civil servants, public employees, armed forces and employees in enterprises clearly state: "Continue to apply concurrent allowances; seniority allowances exceeding the framework; regional allowances; job responsibility allowances; mobility allowances; security and defense service allowances and special allowances for armed forces (army, police, cryptography).
- Combine the preferential allowance based on occupation , the responsibility allowance based on occupation, and the hazardous and dangerous allowance (collectively referred to as the occupational allowance) applicable to civil servants and public employees in occupations and jobs with working conditions higher than normal and with appropriate preferential policies from the State ( education and training, health, courts, prosecution, civil enforcement, inspection, auditing, customs, forestry, market management...).
- Combine special allowances , attraction allowances and long-term work allowances in areas with especially difficult socio -economic conditions into work allowances in especially difficult areas.
- Abolish seniority allowances (except for the military, police, and intelligence services to ensure salary parity with officials and civil servants); leadership position allowances (as leadership positions in the political system are subject to position-based salary classification); allowances for Party and socio-political organization work; public service allowances (as they have been included in the basic salary); and hazardous and dangerous work allowances (as hazardous and dangerous working conditions have been included in occupational allowances).
Thus, Mr. Loc said, after the salary reform, seniority allowance exceeding the framework will continue to be applied, but seniority allowance will no longer be applied.
Teachers will receive their new salaries starting July 1st.
After the reform, will teachers' salaries be higher than now?
Before teachers' concerns, if there is no seniority allowance, will teachers' salaries increase compared to the present?
According to Mr. Tong Phuoc Loc, the principle of salary reform stipulated in Section 3, Part III on the development and promulgation of a new salary regime in Resolution No. 27-NQ/TW dated May 21, 2018, of the 7th Plenum of the 12th Central Committee on reforming salary policies for cadres, civil servants, public employees, armed forces personnel, and employees in enterprises, states that "The relevant agencies of the Party and State shall develop documents regulating the new salary regime and report to the Politburo for consideration and decision before promulgation, so that from 2021 onwards, the conversion of old salaries to new salaries will be implemented according to the principle of ensuring that the new salary is not lower than the current salary."
Therefore, the principle of salary reform ensures that salaries are not lower than current salaries.
Currently, the Central Steering Committee on salary policy reform, including teachers' salaries, social insurance and incentives for meritorious people, and relevant ministries, branches and agencies are urgently completing the new salary scale according to the plan prescribed in Decision No. 135/QD-TTg dated January 31, 2024 on implementing salary policy reform for cadres, civil servants, public employees, armed forces and employees in enterprises.
