(CPV) – According to the report of the Ho Chi Minh City Urban Railway Management Board, the overall progress of the Ben Thanh - Suoi Tien metro project, as of the end of October 2024, has reached 98.8%. Currently, the consulting unit has completed 10/13 system safety certifications. The work is expected to be completed by December 2024 for commercial operation.

On November 13, the HCM City Urban Railway Management Board (MAUR) reported to the Department of Transport on the implementation of metro line 1 Ben Thanh - Suoi Tien and line 2 Ben Thanh - Tham Luong.
According to MAUR's report, the overall progress of the Ben Thanh - Suoi Tien metro project has reached 98.8% by the end of October 2024. Currently, the consulting unit has completed 10/13 system safety certifications. The work is expected to be completed by December 2024 for commercial operation.
Regarding the disbursement situation, by the end of October 2024, the Project had only disbursed VND 962 billion out of the total VND 4,467 billion assigned in 2024 (reaching 21.54% compared to the annual plan). The total disbursed capital from the time the Project was approved to the end of October 2024 was VND 29,969 billion out of the total VND 43,757 billion total investment (reaching 68.4%).
MAUR explained that the Ben Thanh - Suoi Tien metro line was slow to disburse because this was an ODA loan project, so it was subject to many different regulations, as it had to comply with the regulations in the contract signed with the contractor, as well as with Vietnamese law and the donor's instructions. Meanwhile, these regulations still had differences and were not in harmony with each other. In addition, the project implementation process had many changes in legal regulations. Another reason was that most of the main package contracts were signed in the form of lump sum contracts, according to regulations, the contractor had to complete 100% of the volume to be eligible for payment.
Currently, the Project is in the final stage, the construction packages have been basically completed. However, the acceptance and payment of the volumes in this stage need to complete many related contents such as: fire prevention and fighting work, completion records, electromechanical testing, system testing and interface testing,... to meet system safety and payment requirements in accordance with contract conditions and legal regulations.
Because this Project has gone through many stages with many problems that have existed for many years that need to be resolved such as: contract generation, price adjustment, complaints, contract disputes, etc., there is always a delay in the final stage to complete related procedures./.
