According to the Vietnam News Agency Special Envoy, during the State visit of General Secretary To Lam to the Republic of Azerbaijan from May 7-8 at the invitation of President of the Republic of Azerbaijan Ilham Aliyev, the two countries issued a "Joint Statement on the establishment of the Vietnam-Azerbaijan Strategic Partnership."
VNA respectfully introduces the full text of the Joint Statement:
Since the establishment of diplomatic relations in 1992, Vietnam and Azerbaijan (hereinafter referred to as "the two sides") have built a strong, traditional friendship and developed multifaceted cooperation on the basis of trust, equality, and mutual respect for the benefit of both sides.
Vietnam-Azerbaijan relations are built on the basis of compliance with the standards and principles of international law, especially the United Nations Charter. These principles include respect for each other's independence, sovereignty and territorial integrity and each country's political system; peaceful settlement of disputes in accordance with international law; non-interference in each other's internal affairs; and promotion of peace, security and prosperity in accordance with the United Nations Charter.
Based on the outstanding achievements of bilateral relations in all fields over the past 33 years, with great potential for cooperation and shared belief in a bright future, in order to meet the aspirations of the people of the two countries, General Secretary of the Central Committee of the Communist Party of Vietnam To Lam and Mr. Ilham Aliyev, President of the Republic of Azerbaijan agreed to adopt a Joint Statement on upgrading Vietnam-Azerbaijan relations to a Strategic Partnership during the State visit to the Republic of Azerbaijan by General Secretary of the Central Committee of the Communist Party of Vietnam To Lam, from May 7 to 8, 2025.
The Vietnam-Azerbaijan Strategic Partnership was established to elevate bilateral relations to a new level on both bilateral and multilateral levels. This upgrade will strengthen and consolidate existing bilateral cooperation mechanisms, paving the way for the establishment of new mechanisms to deepen cooperation between the two countries.
Within the framework of the Strategic Partnership, Vietnam and Azerbaijan will continue to deepen cooperation in all areas to ensure the practical interests of the people of the two countries, contributing to peace, stability, cooperation and prosperity in the region and the world, focusing on the following areas:
ON DIPLOMATIC POLITICAL RELATIONS
The two sides will promote high-level visits, including the highest level; increase exchanges and contacts through all channels and study the possibility of establishing new cooperation mechanisms between ministries, branches, provinces and cities of the two sides.
The two sides will increase exchanges and contacts between the two countries' foreign ministries on bilateral relations, as well as international and regional issues of mutual concern, including regular political consultations.
The two sides wish to strengthen relations between the Communist Party of Vietnam and the ruling “New Azerbaijan” Party, promote parliamentary cooperation to enhance the role of the two countries’ National Assemblies in implementing the content of the Vietnam-Azerbaijan Strategic Partnership.

ON ECONOMIC, TRADE, ENERGY, AGRICULTURE, ENVIRONMENT AND TRANSPORT COOPERATION
The two sides expressed their willingness to promote substantive and comprehensive economic cooperation, effectively implement signed documents, and improve the effectiveness of bilateral economic cooperation mechanisms, including the Intergovernmental Committee on Economic, Trade, Scientific and Technical Cooperation as a key platform to unify priorities and facilitate long-term cooperation in the fields of trade, investment and technology. The two sides will propose measures to exploit opportunities and create breakthroughs in trade and investment cooperation to achieve bilateral trade turnover commensurate with the Strategic Partnership.
The two sides agreed to strengthen research on solutions to support businesses in effectively utilizing available cooperation mechanisms and frameworks to promote bilateral investment and trade activities.
The two sides agreed to strongly promote cooperation in the energy sector, study the possibility and direction of enhancing cooperation in clean and renewable energy. The two sides will increase information exchange, promote cooperation in the fields of oil and gas exploitation, oil and gas services, and training of human resources in oil and gas.
The two sides promote the opening of agricultural, forestry and fishery markets to contribute to increasing bilateral trade turnover, enhancing agricultural cooperation, supporting research and application of high technology in the agricultural sector; promoting the ability to implement joint programs and projects on climate change, environmental protection and green growth.
The two sides agreed to increase the exchange of experience in cooperation in developing railways, roads, airways and sea routes; and promote cooperation in using the Trans-Caspian International Transport Route to enhance connectivity.
ON DEFENSE AND SECURITY COOPERATION
The two sides expressed their willingness to promote bilateral cooperation in the field of defense and security through delegation exchanges, enhanced information exchange, coordination, and expanded cooperation in the security industry, defense industry, technology transfer, training and education.
Law enforcement agencies of the two countries will step up information exchange, experience and coordination in preventing and combating terrorism and other crimes, including transnational organized crime, illegal drug trafficking, human trafficking, cybercrime and other security threats and challenges of mutual concern.

ON COOPERATION IN EDUCATION-TRAINING, JUSTICE, CULTURE, TOURISM, AND PEOPLE-TO-PEOPLE EXCHANGE
The two sides are ready to effectively implement educational cooperation, consider granting scholarships to students of each side according to their needs and fields of study; promote comprehensive and continuous cooperation, build mechanisms for exchanging experts, lecturers and students of the two countries, not only exchanging academic matters for students and lecturers but also expanding to training highly qualified experts.
The two sides are ready to promote effective cooperation activities in the legal field according to the Cooperation Agreement between the Ministry of Justice of the Socialist Republic of Vietnam and the Ministry of Justice of the Republic of Azerbaijan, signed on March 8, 2016.
The two sides agreed to strengthen the development and implementation of exchange and promotion programs on culture, history and communication programs, organize Cultural Days in each other's territories, promote the exchange of cultural and artistic delegations of the two sides, enhance the promotion of tourism potential and strengths of the two sides, actively exchange experiences and information on policies and management in the field of tourism.
The two sides pledged to create conditions to promote mutual understanding between the peoples of the two countries, continue to further promote friendly exchanges between the peoples of the two countries, including signing new documents to establish sister-city relations between the provinces and cities of the two countries.
ON COOPERATION AT MULTILATERAL FORUMS
The two sides expressed their willingness to expand and deepen cooperation, closely coordinate viewpoints and consider supporting each other at regional and international organizations, especially the United Nations, the Non-Aligned Movement, the Conference on Interaction and Confidence-Building Measures in Asia (CICA) and other multilateral frameworks.
The two sides will take advantage of each other's advantages and positions to expand cooperation between Azerbaijan and ASEAN as well as with ASEAN member countries. The two sides will strengthen consultations, coordinate positions on regional and international issues, and enhance coordination in addressing security challenges, including pandemics, climate change, terrorism, transnational crimes, cybercrime, food security, energy and water resources, as well as other issues of mutual concern.
The Joint Statement was adopted on May 7, 2025 in Baku, Republic of Azerbaijan in Vietnamese, Azerbaijani and English./.
