Currently, the reception and processing of innovation dossiers in Quang Ngai is mainly done manually. The dossiers are sent in paper form, and professional staff must review, compare and evaluate them manually, which takes a lot of time and human resources, and also poses a potential risk of lack of objectivity, especially in determining novelty and detecting duplication.
Bachelor Truong Thi Dieu Thuy, Head of Technical and Digital Infrastructure Department - Center for Digital Transformation and Innovation of Quang Ngai province presented the topic.
In the context of digital transformation and administrative reform requirements, it is necessary to soon deploy a synchronous solution that both manages innovation records on a digital platform and applies artificial intelligence (AI) to check and screen quickly, accurately and transparently. The implementation of the project will save time and resources for processing records; improve the quality of innovation assessment, especially in determining novelty; increase publicity, transparency, reduce complaints; promote innovation activities and build digital government.
The project aims to digitize the entire provincial initiative database for the 2022-2025 period, building a software system to manage the process from receiving, reviewing, scoring to proposing initiative recognition. The system integrates AI to detect duplicate content early, ensuring a transparent - fast - accurate process.
MSc. Vo Xuan Hoa - Deputy Director of the Department of Home Affairs of Quang Ngai province - Member of the Council participated in the exchange and discussion.
Dr. Huynh Trieu Vy - Deputy Head of Examination and Education Quality Assurance Department, Pham Van Dong University - Council Member participated in the exchange and discussion.
Main products include: 01 set of provincial-level initiative database that has been recognized and has a scope of influence and effective application at the provincial level in the period 2022-2025; 01 provincial-level initiative management software put into management, operation and exploitation, transferred to the unit in charge of provincial-level initiative management in Quang Ngai province; 01 set of instructions for using the platform for all subjects participating in the system; 01 plan to deploy initiative management software for practical application.
The project uses the multilingual-e5-large multilingual text embedding model combined with the FAISS similarity search library, helping to detect duplicates with high accuracy; integrating OCR (Tesseract) to process scanned documents, homogenizing input data; web-based design, allowing online submission of documents, progress tracking, scoring and voting; multi-layer security, complying with information security standards according to Decree 85/2016/ND-CP and Circular 12/2022/TT-BTTTT.

After discussion, the Council unanimously voted to select a topic to be implemented in 2025. The Council unanimously agreed to change the topic name to "Building software to manage initiatives in Quang Ngai province and integrating AI technology to support early detection of duplicate content of initiatives". At the same time, the presiding agency and project manager are requested to fully absorb comments, complete the explanatory documents, and send them to the Department of Science and Technology to proceed with the next steps according to regulations.
