
Lack of space
After the Hoa River Bridge connecting Vinh Am Commune (formerly Vinh Bao District) and Hung Yen Province (formerly Thai Thuy District, Thai Binh Province) was put into use in December 2019, the traffic volume from Hoa Bridge to Provincial Road 354 increased dramatically. Traffic jams often occur on the route, especially during rush hour. In this situation, the City People's Committee added a project to renovate and upgrade a 1.65 km long section from Hoa River Bridge to Provincial Road 354, with an investment capital of 65.5 billion VND. After renovating and upgrading, the road will meet the standards of a grade 3 delta road. The project started in November 2024 and is expected to be completed in December 2025.
However, due to many reasons, the project has only achieved 21% of the planned workload. Mr. Dinh Dac Phuong, Site Manager of Xuan Thanh Development Company Limited (the construction unit) said: the site was handed over in a "sticky rice and bean" manner, so the contractor encountered many difficulties in deploying machinery, equipment, and gathering materials. Having to work in cramped conditions while ensuring traffic safety became a big challenge for the contractor. Due to the impact of storm No. 5, the construction progress was also affected.
To serve the construction, the project reclaimed 3.71 hectares of land related to 235 cases. However, up to now, 29 households and 1 organization have not yet handed over the land.

Need to focus on synchronizing solutions
The representative of the Hai Phong Traffic and Agricultural Construction Project Management Board (the project investor) said: the 1.65 km road section connecting Hoa River Bridge to Provincial Road 354 before being renovated and upgraded was like a "bottleneck", greatly affecting the traffic flow and the risk of collisions and traffic accidents was very high. The early completion of the project will contribute to solving the above situation and synchronously exploiting Provincial Road 354 and Hoa River Bridge.
Mr. Dinh Dac Phuong, Construction Site Manager of Xuan Thanh Development Company Limited, shared that the contractor wanted to increase shifts, mobilize vehicles and workers for construction, but encountered many difficulties because the site had not been fully handed over. During rush hour, the number of trucks, buses and workers passing through this route increased, making construction impossible...
In early September, if Vinh Am commune does not mobilize and enforce land acquisition for 29 households to hand over the site to the construction contractor, the project will be behind schedule. The route passes through a densely populated area, and the construction also involves moving underground systems such as: electric cables, water pipes, telecommunication cables... Not to mention the disadvantages of the weather.
The project to renovate and upgrade the road connecting Hoa River Bridge to Provincial Road 354 is not long, the investment is not large, but it has an important meaning in connecting and organizing traffic. However, up to now, the unfinished project is becoming a source of frustration for those who participate in traffic through this area every day and for local people.
To speed up the progress, Vinh Am Commune People's Committee needs to urgently and resolutely clear the site. The investor should strengthen inspection and review of the implementation volume, build detailed progress by week and month; direct the contractor to focus resources, add construction teams, organize "3 shifts, 4 teams" to compensate for the slow volume and ensure the completion of the remaining items in December 2025.
