Conservation efforts

According to population statistics in 2023, Tuyen Quang province has a population of 812,215 people, belonging to 22 ethnic groups, of which ethnic minorities account for about 56% of the province's population. Each ethnic group has its own cultural identity, which is preserved, passed down, supplemented, and created through generations.

The quintessence of traditional culture of ethnic minorities in Tuyen Quang province was gathered at the 2024 Tuyen Quang Ethnic Minority Cultural Festival (held from August 22 to 24). This is an activity within the framework of implementing Project 6 under the National Target Program 1719 in the area in 2024.

At the opening ceremony, Ms. Au Thi Mai, Director of the Department of Culture, Sports and Tourism (DTC) of Tuyen Quang province, said that the traditional cultural treasure of ethnic minorities in the province was formed and developed through the process of struggling for survival, transforming nature, production and daily life. Good customs and practices, folk knowledge crystallized in traditional art forms and festivals of ethnic minorities have created a colorful cultural picture of Tuyen Quang.

The tourism industry of Tuyen Quang province aims to welcome over 3 million tourists by 2025, with total social revenue from tourism reaching over 4,800 billion VND, contributing 6% or more to GRDP, and creating jobs for over 25,000 workers.

To date, the province has restored 54 festivals, including 48 traditional festivals, 6 cultural festivals and many other valuable heritages of ethnic minorities. The province has 17 intangible cultural heritages included in the list of national intangible cultural heritages by the Ministry of Culture, Sports and Tourism. In particular, the heritage "Then practice of the Tay, Nung, Thai people in Vietnam" was recognized by UNESCO as a representative intangible cultural heritage of humanity, Ms. Mai said.

Today’s achievement is a great effort of Tuyen Quang province in preserving the traditional culture of ethnic groups in the province. However, less than 10 years ago, the results of the inventory of intangible cultural heritage of Tuyen Quang Provincial Museum showed worrying parameters.

Specifically, according to the 2016 inventory results, Tuyen Quang Provincial Museum has counted 57 intangible cultural heritages of the Tay ethnic group in the province, of which 28 are being lost; 133 Dao ethnic heritages, of which 67 are being lost; 47 Nung ethnic heritages, of which 24 are being lost; 24 Mong ethnic heritages, of which 12 are being lost; 04 Pa Then ethnic heritages, of which 03 are being lost;...

“Deeply aware of the role of culture in the sustainable development of the country in general and Tuyen Quang province in particular, in recent years, the Department of Culture, Sports and Tourism has closely followed the Party's guidelines, the State's policies, the province's plans and projects, actively coordinated with localities to implement many activities and programs to preserve and promote the cultural heritage values ​​of ethnic groups, contributing to educating historical traditions, preserving and promoting the unique cultural values ​​of ethnic groups in the area", affirmed Ms. Au Thi Mai, Director of the Department of Culture, Sports and Tourism of Tuyen Quang province.

Motivation from National Target Program 1719

From 2021 to present, together with localities in ethnic minority and mountainous areas, Tuyen Quang province has implemented investment and support policies under the National Target Program 1719. This is an important resource for the province to develop socio-economy in particularly difficult areas and ethnic minority areas; including preserving and promoting traditional cultural values ​​of ethnic minorities associated with tourism development (Project 6).

According to Mr. Nguyen Van Hoa, Deputy Director of the Department of Culture, Sports and Tourism of Tuyen Quang province, on July 18, 2022, the Department issued Plan No. 87/KH-SVHTTDL to implement Project 6, phase 2021 - 2025. Since the implementation of Project 6, the province has always linked the task of economic development with the preservation and development of traditional culture of ethnic groups; creating a foundation to make tourism an important economic sector, contributing to the sustainable socio-economic development of the province.

“Implementing Project 6, one of the goals of the Province by 2025 is to restore, preserve and promote the typical traditional cultural identity of the Pa Then ethnic group; organize the preservation of at least 05 traditional festivals of ethnic minorities in localities to exploit and develop into tourism development products,” Mr. Hoa shared.

To complete the objectives of Project 6, in recent times, the Department of Culture, Sports and Tourism of Tuyen Quang province and localities have focused on implementing projects to preserve culture associated with tourism development. In particular, in Hong Quang commune (Lam Binh district) and Linh Phu commune (Chiem Hoa district), they have been focusing on implementing the Project to preserve and promote the cultural values ​​of the Pa Then ethnic group associated with tourism development.

In Linh Phu commune, according to Ms. Lam Thi Hong Ngan, Head of the Department of Culture and Information of Chiem Hoa district, the Pa Then people live mainly in Khuoi Hop and Na Luong villages, with 62 households/279 people. From the capital of Project 6, the district has implemented a homestay community tourism model associated with the traditional cultural space of the Pa Then ethnic group in these 3 villages, initially attracting tourists.

In Hong Quang commune (Lam Binh district), the Pa Then ethnic group lives in Hong Minh village. The village has 170 households, 90% of which are Pa Then people. Head of the Department of Culture and Information of Lam Binh district, Mr. Cao Van Minh, said that implementing Project 6, the district continues to open classes to teach embroidery, brocade weaving, weaving, and making production tools for the Pa Then people in Hong Minh village.

“Organizing training and teaching will raise awareness among people in preserving and promoting national cultural identity. At the same time, the district also organizes a brocade weaving competition, thereby improving skills, preserving and promoting traditional brocade weaving, building a beautiful image of the land and people here for tourists,” Mr. Minh shared.

Sharing about the orientation in the coming time, Ms. Au Thi Mai, Director of the Department of Culture, Sports and Tourism of Tuyen Quang province, said that the work of preserving and developing the culture of ethnic minorities in the province will contribute to sustainable socio-economic development. This is an important and continuous task; it is the responsibility of the entire political system and the entire population to maintain and develop good cultural values ​​and identities, create resources for socio-economic development, and contribute to the successful implementation of the goal of making Tuyen Quang a fairly developed, comprehensive and sustainable province in the northern mountainous region.
