That is the request of Minister of Industry and Trade Nguyen Hong Dien in the recently signed directive on strengthening state management and ensuring the supply of gasoline and oil.
This directive was issued in the context of retail gasoline prices and domestic supply possibly being affected by unpredictable world developments, such as: the European Union's ban on Russian refined oil products and OPEC+ limiting production; inflation remaining high; US oil reserves falling sharply; concerns about supply due to the war between Russia and Ukraine...
The Minister of Industry and Trade requested key enterprises to seriously and fully implement the total minimum petroleum source for 2023 that has been assigned to ensure continuous supply of petroleum to customers; proactively source goods (both domestic and imported), carry out petroleum reserves according to regulations, and ensure adequate supply of petroleum to the domestic market in all situations.
At the same time, absolutely do not interrupt the supply of gasoline in the business system (from the source, distributor, retail enterprise). In all situations, must provide enough goods to retail stores in the enterprise's distribution system to maintain regular sales.
Besides, key enterprises need to focus on sharing supply sources and profits in the distribution system in a reasonable manner, ensuring uninterrupted supply of gasoline.
In addition, key enterprises need to have a strong commitment with domestic petroleum producers on sanctions when one of the parties violates; be responsible for providing complete and timely data to competent authorities to serve as a basis for accurate updating, fully calculating petroleum business costs in the formula for calculating the basic price of petroleum products, ensuring efficiency in the management and stabilization of petroleum prices.
To ensure that the domestic market does not experience supply disruptions, the Minister of Industry and Trade requested the Domestic Market Department to closely monitor the implementation of the minimum total petroleum supply in 2023 by key petroleum traders.
In case of necessity, preside over and coordinate with the Import-Export Department and relevant units, promptly advise the Ministry's leaders to adjust the allocation of the total minimum source of petroleum, specify the progress of importing or purchasing domestic petroleum for key traders to implement, consider assigning additional petroleum import quotas to a number of capable key traders to proactively implement, ensuring supply in all situations.
At the same time, coordinate with agencies under the Ministry of Finance to implement the management of gasoline prices; coordinate with the State Bank to propose solutions to support gasoline traders and gasoline distributors to access capital sources.
The Minister of Industry and Trade also requested the General Department of Market Management to increase regular and surprise inspections and strictly handle acts of hoarding goods to wait for price increases and profiteering in the petroleum business.
