The disbursement rate of capital for national target programs managed by departments and sectors reached 22%.

According to the consolidated report of the Department of Finance, the total capital plan for 2025 (including previous years) implemented by departments, branches, unions, and units under the provincial block is more than 140.7 billion VND. As of May 31, more than 30.4 billion VND (22%) has been disbursed.

Of which, the National Target Program (NTP) for sustainable poverty reduction disbursed 15 billion VND/73.5 billion VND (reaching 20%); the National Target Program for socio -economic development in ethnic minority and mountainous areas disbursed 8.7 billion VND/44.4 billion VND (reaching 20%); the National Target Program for new rural construction disbursed 6.7 billion VND/22.7 billion VND (reaching 30%).

At the meeting, departments and branches reported on the disbursement progress of each program as well as difficulties in disbursing capital sources.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan suggested that it is necessary to give special rewards to units that have achieved a 100% disbursement rate of capital up to this point, such as the Provincial Border Guard, the Provincial Veterans Association, and the Provincial Farmers' Association.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan also frankly criticized the departments, branches and units with very low disbursement rates. Mr. Tuan gave a deadline of June 20 for all departments, branches and units to report on disbursement progress and commit to implementation, especially the units that have not yet disbursed any money.

From now until the end of June 2025, departments, branches and units are required to have an explanation report, review the collective responsibility of the leadership and head of the unit if they fail to fulfill their disbursement commitments.

Units propose to amend and supplement mechanisms and policies related to management and implementation of programs in accordance with the policy of arranging and organizing administrative apparatus at all levels, ensuring legal basis for continuous and uninterrupted implementation; strive to complete the goals and tasks of each assigned program in the period of 2021 - 2025.
