The penalty was imposed by Brazilian Supreme Court Justice Alexandre de Moraes because social network X became accessible despite a ban on August 30, which also banned the provision of X network via Musk's Starlink satellite internet.
"For not complying with the ban on Brazilian territory, the company that owns network X must pay a fine of 10.3 million reais to be able to be licensed to operate again," said Mr. Moraes.

According to information from the Court, the legal representative of the company that manages social network X in Brazil, Rachel de Oliveira Villa Nova Conceicao, must pay 300,000 reais.
Mr. Moraes informed that whether or not to allow social network X to operate immediately in this largest country of South America "depends entirely on full compliance with Brazilian law and absolute compliance with court orders related to national sovereignty ".
Earlier in September, Brazilian authorities withdrew 18.35 million reais from the local bank accounts of social network X and Starlink to pay fines imposed by the Supreme Court. Moraes ordered the blocking of Starlink’s accounts to force the tech company to pay fines for ignoring previous orders.
Network X, formerly known as Twitter, told the court it had complied with previous orders and blocked nine accounts accused of spreading hate speech and fake news.
In April, Musk challenged the ban by Moraes, who is leading a judicial campaign against hate speech and fake news, refusing to block several accounts in the country. The world's richest man said the judge was being too harsh, while Moraes also opened a criminal investigation into Musk for allegedly spreading false information. Last week, Musk backed down and decided to comply with the court's orders.
According to the Brazilian Internet Providers Association, a few days ago (the period of the ban) the platform suddenly became accessible to Brazilian users, after an automatic update changed the way traffic was directed.
Moraes ordered social network X to restore the block on the sites by September 19 or face a fine of 5 million reais per day, accusing the company of "deliberate non-compliance" with the court's ruling. A social network X spokesperson said late on September 18 that a change to the network provider caused "a temporary and unintentional restoration of service for Brazilian users."
Brazil's telecommunications watchdog has informed the court that social network X ignored the injunction for a second time, on September 23, via Starlink.
The law firm hired by social network X to defend it in Brazil declined to comment on Moraes' new order.
