In recent years, environmental protection has been directed by the Party and State leaders, and identified as one of the three pillars of sustainable development. The attention and direction of the Government , ministries, central agencies, and the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and all levels and sectors have made many efforts in advising, directing, and implementing environmental protection measures and handling violations of environmental laws, contributing to improving environmental quality and reducing the nature and level of pollution in the province.
However, the environmental pollution situation in the whole country in general and Ha Tinh in particular still has many potential complex risks, affecting people's quality of life and socio -economic development.

In order to strengthen the fight against and handle violations of environmental laws and effectively implement state management of environmental protection, prevent and resolve environmental pollution, the Chairman of the Provincial People's Committee requested heads of provincial departments, branches, sectors, unions, and authorities at all levels to clearly define the responsibilities of agencies, units, and localities in environmental protection; identify this as a political, urgent, regular, continuous, and long-term task, not only the responsibility of specialized forces.
At the same time, actively and proactively advise and coordinate among forces in the work of propagating, disseminating and educating environmental laws; resolutely deploying all aspects of the work of combating and handling crimes, violations of environmental protection laws and resolving polluting establishments, areas and locations with the highest spirit and responsibility. In the immediate future, focus on coordinating with the provincial police force to organize a general review of establishments, areas and locations that pollute the environment or have a high risk of causing serious environmental pollution to effectively implement the fight against and handle crimes, violations of the law and advise on a definitive solution so as not to affect the people.

The provincial police closely follow relevant legal regulations, directives and instructions of the Ministry of Public Security and the actual situation in the locality to effectively implement the peak period of general review, combat and handle crimes, law violations and advise on handling polluting establishments, areas and locations with serious environmental pollution; assign tasks and assign specific responsibilities to each force and police at all levels according to the motto "clear people, clear work, clear responsibilities, clear time, clear results"; closely coordinate with relevant levels, sectors and forces in the process of implementing the peak period, ensuring quality and efficiency.
The Department of Agriculture and Environment, according to its functions and tasks, is responsible for proactively implementing and advising the Provincial People's Committee to effectively implement state management of environmental protection in the province; strictly managing organizations operating in the field of waste collection, transportation and treatment in the province. At the same time, managing and improving the quality of environmental consulting and monitoring activities under the management of the Department. Advising and establishing interdisciplinary inspection teams to inspect and examine compliance with environmental protection laws for industrial parks, industrial clusters, production, business and livestock establishments with large-scale emissions. Make a list, evaluate and review production, business and livestock establishments that are at risk of causing environmental pollution and locations and areas that are polluted or at risk of causing large-scale environmental pollution in the province (report the review results to the Provincial People's Committee (through the Provincial Police) before May 15, 2025 for synthesis and reporting to the Ministry of Public Security according to regulations).
The Department of Construction performs well the inspection, examination, detection and handling of violations in the technical safety and environmental protection inspection activities for road motor vehicles according to the provisions of law. Coordinate with relevant units to guide the implementation of activities to prevent, inspect, monitor and handle dust sources, solid waste, especially hazardous waste.
The Department of Health directs hospitals and other medical facilities to meet environmental protection requirements in medical activities and control the impact of environmental pollution on human health; implement medical waste management within the premises of medical facilities according to the provisions of law. Coordinate with relevant units to advise the Provincial People's Committee to implement the management of pollutants related to disease and human health issues in the area. Organize inspections, checks, detection and handling of medical facilities that do not comply with the provisions of law on environmental protection, infection control and medical waste management. Review and make a list of hospitals and other medical facilities that generate large sources of waste that pose a risk of causing environmental pollution (report the review results to the Provincial People's Committee (through the Provincial Police and the Department of Agriculture and Environment) before May 15, 2025 for synthesis and reporting to the Ministry of Public Security according to regulations).
The Department of Culture, Sports and Tourism shall preside over and guide press and media agencies to increase the time for propaganda on electronic information portals; develop columns, news and articles; promote information and propaganda of messages on environmental protection. Regularly review and monitor the activities of electronic information sites and social networking sites to detect and collect information and documents on violations of environmental laws; coordinate with the police force to serve the fight against and strictly handle violations of environmental laws; promptly detect and commend typical collectives and individuals in environmental protection work in the province.
The Provincial Economic Zone Management Board regularly organizes inspections of compliance with environmental protection laws in economic zones and industrial parks to promptly and strictly handle organizations and individuals who violate environmental laws. Review, compile statistics, and make a list of production and business establishments in economic zones and industrial parks with large emissions or risks of causing serious environmental pollution managed by the Provincial Economic Zone Management Board (report the results to the Provincial People's Committee (through the Provincial Police and the Department of Agriculture and Environment before May 15, 2025 for synthesis and reporting to the Ministry of Public Security according to regulations). Coordinate to participate in inspection teams of establishments polluting the environment in economic zones and industrial parks when requested by the Provincial Police or other relevant agencies.
Propose that the Provincial Fatherland Front Committee guide the Fatherland Front Committees at all levels to coordinate with member organizations to promote propaganda and mobilize cadres, party members, union members, association members and people to actively participate in environmental protection work; proactively detect, denounce and report organizations and individuals violating the law on environmental protection. Coordinate in organizing emulation movements for the whole people to participate in environmental protection, forming awareness and changing the behavior of each person and the whole society; respond to environmental sanitation campaigns and movements; build and create an environmentally friendly lifestyle. Promote the role of religious organizations in environmental protection work. Promote the role of social supervision and criticism in implementing the provisions of the Law on environmental protection and the contents of this Official Dispatch.
Other provincial departments, branches, sectors and organizations, based on their functions, tasks and areas of responsibility, proactively coordinate to seriously and effectively implement environmental protection work; strengthen propaganda work to minimize environmental pollution in the area.
The People's Committees of districts, cities and towns direct relevant agencies and units to implement communication, propaganda and mobilization campaigns to mobilize people to actively detect and provide information and documents related to individuals and organizations violating environmental protection laws through hotlines, VneID application or directly to the police force at all levels. Direct the People's Committees at the commune level, based on the actual situation, to establish working groups to coordinate with the commune police force to review and compile statistics on polluting establishments, areas and locations of environmental pollution in each residential area, village and residential group. Direct relevant sectors to strengthen propaganda work on the Law on Environmental Protection; at the same time, launch a peak period of propaganda and launch a movement for the entire population to participate in detecting and denouncing organizations and individuals violating environmental laws.
