Provincial People's Committee assesses socio-economic situation in the first quarter, deploys key tasks in the second quarter of 2025

(binhdinh.gov.vn) - On the morning of April 2, the Provincial People's Committee held a direct and online conference to assess the province's socio-economic situation in the first quarter and deploy tasks for the second quarter of 2025. The report at the conference said that the socio -economic situation in the first quarter of 2025 maintained stability and development. The gross regional domestic product (GRDP) in the first quarter is estimated to increase by 7.51% over the same period, of which: Agriculture, forestry and fishery increased by 3.43%; industry and construction increased by 10.96% (of which industry increased by 10.70%; construction increased by 11.75%); services increased by 7.84%; product taxes minus product subsidies increased by 2.93%. Cultural and social activities continued to have positive changes; attention was paid to caring for policy families and the poor; social security was ensured; national defense and security were maintained.

Notably, in the first 3 months of the year, investment capital into the province has grown dramatically. The whole province has attracted 31 new investment projects with a total registered capital of over 12,000 billion VND, including 27 domestic investment projects and 4 FDI projects. Compared to the same period, the number of projects increased by more than 138%; the total registered capital increased 5 times. Trade and service activities were quite bustling thanks to the holiday activities, cultural and sports events held in the 3 months. Total retail sales of goods and service revenue in the first quarter reached over 29,600 billion VND, reaching 23.4% of the yearly plan, up 8% over the same period.

Total state budget revenue in the first quarter of 2025 is VND 4,274.4 billion, reaching 24.5% of the year's estimate, up 48.4% over the same period.

In the first quarter, Binh Dinh focused on drastically implementing the program to eliminate temporary and dilapidated houses. As of March 23, 2025, the whole province had built and repaired 4,131 houses (including: newly built: 2,335 houses; repaired: 1,796 houses), reaching 95% of the plan. Notably, the whole province has completed and put into use 1,679 houses (including: newly built: 465 houses; repaired: 1,214 houses).

In the second quarter of 2025, the Provincial People's Committee set out 11 key tasks and solutions for socio-economic development and requested all levels, sectors and localities in the province to closely monitor the actual situation, promptly handle arising issues; innovate management and operation methods with specific and practical actions each month, strive to overcome difficulties, and strive to complete the tasks of the second quarter and the whole year according to the province's plan. In particular, the important task is to focus on directing the stabilization of the organization, functions, tasks and powers of agencies and units according to the new apparatus, ensuring the spirit of the Central's direction "streamlined - compact - strong - effective - efficient - effective - efficient".

Speaking at the meeting, Standing Vice Chairman of the Provincial People's Committee Nguyen Tuan Thanh said that in the first quarter, the agricultural sector had a good growth rate of 3.43% thanks to favorable weather conditions and high prices of livestock products compared to the same period. In the second quarter, the Department of Agriculture and Environment coordinated with localities to harvest winter-spring crops, ensuring success; focusing on converting crop structures, especially crops with strengths and stable consumption markets; continuing to focus on developing livestock herds along with disease prevention measures; coordinating with localities and investors to implement 2 agricultural and livestock processing plant projects. In addition, the Department of Industry and Trade coordinated with districts and cooperatives to organize focal points to consume OCOP products and agricultural products with strengths of the province. Localities increased the collection and treatment of solid waste and household waste, and soon developed and completed the collection price list. Strengthen the management of mineral resources, calculate and ensure unit prices, volumes, and scope of exploitation of mineral mines in the area and financial responsibilities of mine owners to the state; focus on completing land data.

The Standing Vice Chairman of the Provincial People's Committee noted that the Department of Finance, relevant departments and localities should review district-level and commune-level projects using public investment capital that are being implemented, urge implementation, strive to complete before June 30, and projects that cannot be completed within this time frame should be transferred to the provincial Project Management Boards for continued implementation. At the same time, review and calculate the amount of outstanding construction debt (provincial-level construction debt is 155 billion, district-level is 419 billion, commune is 1,372 billion), each project must be reviewed, with a specific plan and solution or recommendations and proposals to competent authorities for consideration and guidance on resolution, with the goal of completion before June 30. In addition, it is necessary to increase savings and combat waste, especially cultural works, facilities and institutions in localities to implement the merger of commune-level administrative units.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan said that the socio-economic development results in the first quarter had many bright spots, with GRDP increasing by 7.51%, the result of many years of efforts. Most importantly, the entire political system is united and determined for the common work, for the homeland of Binh Dinh, despite being affected by the political task of streamlining the organizational apparatus and the upcoming merger of the province, not organizing the district level, merging a number of communes. The work of restructuring the organizational apparatus in the province was carried out very quickly and the apparatus operated smoothly, unitedly, meeting the requirements of solving work. Another positive highlight is that investment promotion activities have had positive changes, many investors are very interested in Binh Dinh.

According to the Chairman of the Provincial People's Committee, the "capital" of newly registered investors in the province, plus the energy projects that can be implemented, with a total amount of about 300,000 billion VND. This also clearly shows the "falling point" and "ripe point" of Binh Dinh province in attracting investment. If the province only takes care of and promptly supports investors to implement these projects until 2030-2035, the economic scale of Binh Dinh will be completely different. Binh Dinh must try to take care of, support the best, retain investors to implement projects and spread, attract more new investors and new projects.

The Chairman of the Provincial People's Committee also pointed out the shortcomings and limitations in socio-economic development in the first quarter. It is worrying that some localities have not shown clear determination to carry out key and breakthrough tasks. The development of science and technology and innovation is still slow. The work of site clearance for projects in the province is still "problematic" and progress is slow.

Regarding the key tasks in the second quarter of 2025, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized that this is a turning point for the province. The political system must still be aware and determined to carry out the assigned tasks. The first important task is that departments, branches, and localities must focus on the work of arranging the province and communes and deploying the new apparatus from July 1. The Chairman of the Provincial People's Committee hopes that whoever is in charge will arrange, and whoever is working must continue to work, without interruption.

Accordingly, departments, branches and localities focus on socio-economic management to ensure growth of over 8.5%. The first quarter achieved 7.51%, so if determined, the second quarter can reach 9%. Focus on implementing major signed projects, especially leading projects, and try to resolve procedures related to these projects in April. More importantly, the province's major tasks must be resolved before July 1 to ensure economic growth as required by the Government. Review backlogs, backlog projects, and outstanding construction debts to find solutions in the next 3 months. Resolutely implement social security programs, especially the program to eliminate dilapidated temporary houses in May. Continue to manage socio-economic development in the spirit of "6 clear", focusing on administrative reform, with the goal of cutting 30% of administrative procedures and time to resolve administrative procedures.
