The Provincial People's Committee sets out key tasks for socio-economic development in June 2023.

According to the report of the Provincial People's Committee, the socio -economic situation of our province in May 2023 continued to be stable. The agricultural, industrial and service production sectors all had a good growth rate compared to the same period.

Key and breakthrough tasks were focused on and directed resolutely; attention was paid to supporting businesses facing difficulties; public investment disbursement was strengthened. Social security policies continued to receive attention and were fully implemented; COVID-19 and infectious disease prevention and control were proactively implemented; food hygiene and safety were ensured. Security, politics , and social order and safety were maintained; traffic safety decreased in all three criteria.

However, the socio-economic situation in May 2023 still has some difficulties: Industrial growth is still lower than planned; some construction and processing products still have difficulties in consumption markets and input materials; the disbursement rate of public investment capital is low; business activities still have many difficulties; some key projects are slow in progress; revenue from land use is low due to difficulties in the real estate market; child injuries have not been controlled.

To overcome difficulties, continue to stabilize and develop the socio-economy, and strive to complete the 2023 growth target according to the proposed plan scenario, the Provincial People's Committee requires sectors and localities to resolutely implement the following key tasks:

1. Focus on implementing the Resolutions of the Government , Provincial Party Committee, and People's Council to ensure quality and effectiveness; continue to implement Resolution 01/NQ-CP of the Government, Resolution No. 22-NQ/TU of the Provincial Party Committee, main tasks and solutions to implement the Socio-Economic Development Plan, State budget estimates and improve the business environment, enhance competitiveness in 2023.

2. Directing the promotion of Summer-Autumn crop production in conjunction with effective implementation of crop restructuring and large-scale field development; continuing to direct the implementation of solutions to address the EC's warnings on combating illegal, unreported and unregulated (IUU) fishing. Focusing on effective implementation and strict management of the planning of 3 types of forests according to the Provincial Planning and the National Forestry Planning.

3. Focus on directing the implementation of the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII) approved by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023; urge to accelerate the progress of investment projects in construction and business of technical infrastructure of Phuoc Tien and Hieu Thien Industrial Clusters. Implement the Domestic Market Development Project in conjunction with the Campaign "Vietnamese people prioritize using Vietnamese goods" in 2023; organize the South Central Coast - Ninh Thuan Industry and Trade Fair in conjunction with a series of activities of the Ninh Thuan Grape and Wine Festival in 2023. Continue activities to support businesses in removing difficulties; Focus on putting transitional renewable energy projects (Thien Tan 1.2, Thien Tan 1.3 projects and solar power plant in Phuoc Minh commune, Thuan Nam district) into operation and power generation; support connection and consumption of agricultural products inside and outside the province to supermarket systems, green grocery stores, wholesale markets in the province in need, introduce the province's agricultural product supply sources to other provinces.

4. Continue to direct the completion of the Urban Economic Development Project for the period 2021-2025 and orientation to 2030, the Master Plan for the construction of Ninh Chu National Tourist Area, Ninh Thuan province to 2040; approve the adjustment of the Master Plan for Phan Rang-Thap Cham city; direct the implementation of the Plan to convert Thanh Son military airport into a dual-use airport.

5. Focus on directing the organization of the Ninh Thuan Grape-Wine Festival in 2023 and receiving the UNESCO Certificate of recognition for "Cham pottery art on the list of intangible cultural heritage in need of urgent protection" and organizing a series of events at the Festival; organizing activities in response to the 2023 National Tourism Year.

6. Direct the completion of the dossier to submit to the Prime Minister for approval of the Ninh Thuan Provincial Planning for the period 2021-2030, with a vision to 2050; complete the mid-term assessment report on the implementation of the Resolution of the 14th Provincial Party Congress on the tasks of socio-economic development, national defense, security, and foreign affairs. Review the progress of project implementation to promptly remove difficulties, resolutely handle and recover projects that are behind schedule or cannot be implemented. Resolutely deploy solutions to promote disbursement of public investment capital and effectively implement national target programs in the spirit of Directive No. 45-CT/TU dated April 11, 2023 of the Provincial Party Committee and Directive No. 09/CT-UBND dated May 10, 2023 of the Provincial People's Committee.

7. Continue to implement the state financial and budgetary tasks in 2023; strengthen tax inspection and examination, urge tax payment, collect tax arrears, exploit land revenue, speed up land and public asset auctions. Improve credit quality; ensure banking operations.

8. Focus on directing the organization of the 2023 high school graduation exam and the entrance exam for grade 10 high school and specialized high school in the 2023-2024 school year; implement solutions to promote vocational training, send workers to work abroad under contracts; effectively implement the work of preventing and controlling COVID-19 and other infectious diseases.

9. Continue to thoroughly grasp and effectively implement military and national defense tasks in the new situation. Effectively implement programs to prevent and combat crimes and drugs; protect sovereignty at sea, maintain political security in all situations; do a good job of fire prevention and fighting, traffic safety, and social order and safety.

10. Continue to implement the work of perfecting and reorganizing the apparatus, functions and tasks; Project on job positions and structure of civil servant ranks, professional titles of public employees of Departments, branches and units under the Departments and branches under the Provincial People's Committee; improve the efficiency of operations and direction of the state apparatus, promote administrative procedure reform and public service reform, strengthen discipline and order associated with the responsibility of the head; deploy the organization of the Conference to analyze the PAR INDEX, PAPI, SIPAS Indexes of the province in 2022.

11. Seriously implement the Prime Minister's Official Dispatches No. 280/CD-TTg dated April 19, 2023 on rectifying and enhancing responsibility in handling work of ministries, agencies and localities; Official Dispatch No. 470/CD-TTg dated May 26, 2023 on continuing to resolutely and effectively implement tasks and solutions to remove difficulties for production and business of people and enterprises and the direction of the Provincial People's Committee in Official Dispatches No. 1983/UBND-VXNV dated May 20, 2023, Official Dispatch No. 2277/UBND-KTTH dated June 6, 2023.

12. Direct the completion of the dossiers of specialized Resolutions, programs and projects serving the mid-year 2023 Provincial People's Council meeting./.
