Nhon Hung ward voters request to issue red book

Voters reported that although people in the residential area of ​​Nam Quoc Lo 91 and Nam Duong Tinh 955A (in Nhon Hung ward, Tinh Bien town) have been residing there for a long time, they have not yet been granted land use right certificates (LURCs). They requested that the authorities pay attention, consider and soon issue LURCs to ensure the rights of the people.

According to the Provincial People's Committee, currently, the residential area south of National Highway 91 does not have a supplementary cadastral map, so it is not possible to issue land use right certificates to households. The reason is that when measuring and creating the current map, it is different from the approved subdivision map, 93/215 households built houses that did not comply with the approved subdivision plan (27 cases of arbitrarily dividing plots and buying and selling to each other, 19 additional cases due to households selling part of the land they are living on, 23 cases of arbitrarily changing the plot, 24 cases of land being assigned to sell to other households), which leads to the appraisal agency's work on creating the supplementary cadastral map not meeting the requirements.

On July 25, 2023, the Department of Construction issued a document instructing: “Implement the registration and issuance of the first land use right certificates for policy beneficiaries of flood-proof residential clusters according to regulations and planning approved by competent authorities. In case the subjects have discrepancies in area (the land plot width discrepancy is within the allowable range <0.4m (according to the consensus of the Department of Natural Resources and Environment, now the Department of Agriculture and Environment), they will be considered for issuance of land use right certificates according to regulations. In the remaining cases, the procedures for first issuance of certificates must be carried out for policy beneficiaries according to regulations. After being considered for the first land use right certificates according to regulations; in case there is enough time to carry out the transfer, the land use right will be transferred according to regulations”.

Currently, the People's Committee of Tinh Bien Town coordinates with the Department of Construction to carry out the procedures according to regulations, report and propose the Provincial People's Committee to adjust the approved subdivision map according to the current map to establish a supplementary cadastral map to submit to the competent authority for approval. For the residential route Nam Kenh Vinh Te (Nam Duong Tinh 955A): Currently, there is no complete dossier of an investment project according to regulations, there is only Decision 522/QD-CT-UB, dated March 14, 2000 of the People's Committee of An Giang Province on approving the Investment Project to build the residential route Nam Vinh Te, Dong Hung Hamlet, Nhon Hung Commune, Tinh Bien District, An Giang Province (photocopy). In addition, there are no additional legal documents, so re-establishing the land allocation application files according to regulations is not possible. Currently, the current status has been measured and the map is being edited; at the same time, the locality is reviewing the subjects. People's Committee of Tinh Bien Town. Tinh Bien continues to coordinate with the Department of Agriculture and Environment to implement and report to the Provincial People's Committee.

Straw treatment after rice harvest

On March 27, 2024, the Department of Crop Production issued Decision 145/QD-TT-CLT on the process and manual "Technical process for producing high-quality and low-emission rice in the Mekong Delta". In particular, straw is recommended to be treated as follows: “Do not burn straw or bury straw in flooded fields. Collect straw from the field with a straw roller, prioritize reuse or recycle straw locally. Dry straw of suitable quality can be used for mushroom cultivation or to produce feed for large livestock, biological bedding and to produce plastic substitutes such as flower pots... Wet straw or decomposed straw is used to cover tree roots. Moldy straw is used to produce organic fertilizer. All types of straw and by-products or waste from mushroom cultivation and livestock farming should be used as organic fertilizer. Straw is recommended to be treated as follows: It is recommended to apply measures to promote decomposition of straw in non-flooded conditions such as plowing, chopping or crushing straw, and spraying additional biological products. Winter-spring crop: Plow or bury straw immediately after harvest (as soon as possible), maintain dry conditions (not flooded) for at least 3 weeks after burying. Summer-autumn and autumn-winter crops: Till the field immediately after harvest and combine spraying biological products such as Trichoderma... before tilling the field".

Measures to deal with bird nest farms in prohibited areas

For bird's nest farms that have been operating before the effective date of Resolution 28/2024/NQ-HDND, and are currently located in areas where bird's nest farming is not allowed according to Resolution 28/2024/NQ-HDND, the provisions of Article 4, Resolution 28/2024/NQ-HDND, dated December 27, 2024, shall apply and be subject to management according to the Plan for management of bird's nest farming activities for bird's nest farms. “Article 4. Transitional regulations: Swiftlet houses under Clauses 1 and 2 of this Article must remain in their current state and must not be expanded; swiftlet houses located in residential areas, swiftlet houses less than 300m away from residential areas, must not use loudspeakers to broadcast sound (according to the provisions of Clause 2, Article 25, Decree 13/2020/ND-CP, dated January 21, 2020 of the Government detailing the Law on Animal Husbandry): 1. Swiftlet houses that have been in operation before December 18, 2021, in areas where swiftlet farming is not allowed under Resolution 19/2021/NQ-HDND, dated December 8, 2021 of the province regulating swiftlet farming areas in An Giang province. 2. Swiftlet houses that have been in operation from December 18, 2021 to January 6, 2025, in areas where swiftlet farming is allowed under Resolution 19/2021/NQ-HDND, but in areas where swiftlet farming is not allowed in Clause 1, Article 3 of this resolution.)
