Ho Chi Minh City People's Committee has three new Vice Chairmen

On November 14, the 10th term of Ho Chi Minh City People's Council, 2021-2026 term, approved the election of three additional Vice Chairmen of the Ho Chi Minh City People's Committee, including Mr. Hoang Nguyen Dinh, Mr. Tran Van Bay and Mr. Nguyen Cong Vinh. The personnel restructuring takes place in the context of the City promoting the implementation of a new government model and carrying out many important development tasks.

On November 14, at the special session, the 10th term People's Council of Ho Chi Minh City conducted a vote to elect the Vice Chairman of the People's Committee of Ho Chi Minh City. The three candidates introduced were Mr. Tran Van Bay, Chief Inspector of Ho Chi Minh City; Mr. Nguyen Cong Vinh, Director of the Department of Finance of Ho Chi Minh City; and Mr. Hoang Nguyen Dinh, Deputy Head of the Propaganda and Mass Mobilization Department of the Ho Chi Minh City Party Committee.

The results showed the high confidence of the Ho Chi Minh City People's Council delegates in all three candidates. Specifically, 160/161 delegates present voted to elect Mr. Tran Van Bay as Vice Chairman of the Ho Chi Minh City People's Committee, reaching a rate of 99.38%. Mr. Nguyen Cong Vinh received 159/161 votes in favor, equivalent to 98.76%. Mr. Hoang Nguyen Dinh received 149/161 votes, a rate of 92.55%.

At the hall, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang, Chairman of the Ho Chi Minh City People's Council Vo Van Minh and Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc presented flowers to congratulate the three new Vice Chairmen. The event is considered an important step in the process of perfecting the leadership apparatus of the city government after the merger, ensuring continuity and effectiveness in direction and administration.

Thus, the Standing Committee of Ho Chi Minh City People's Committee currently has 10 members including: Chairman Nguyen Van Duoc and 9 Vice Chairmen, including Mr. Nguyen Loc Ha, Mr. Nguyen Manh Cuong, Mr. Hoang Nguyen Dinh, Mr. Bui Xuan Cuong, Mr. Nguyen Van Dung, Ms. Tran Thi Dieu Thuy, Mr. Bui Minh Thanh, Mr. Tran Van Bay and Mr. Nguyen Cong Vinh.

Mr. Tran Van Bay was born in 1971, from Dong Nai, has a Master's degree in Law and Advanced Political Theory. He has held many positions at Ho Chi Minh City University of Law, Ho Chi Minh City Department of Justice, Chairman of the People's Committee of District 9, Deputy Director of the Department of Natural Resources and Environment. In June 2024, he was transferred to be the Chief Inspector of Ho Chi Minh City and continued to hold this position after the merger before being elected Vice Chairman of the People's Committee of Ho Chi Minh City.

Mr. Nguyen Cong Vinh, born in 1972, from Ba Ria city (now part of the new Ho Chi Minh City), has a Bachelor of Law and a Master's degree in Political Theory. He used to hold the positions of Chief of Office of the People's Council - People's Committee, Vice Chairman and Chairman of the People's Committee of the former Chau Duc district; Director of the Department of Planning and Investment of the former Ba Ria - Vung Tau province. In 2020, he was elected Vice Chairman of the Provincial People's Committee. After the merger (July 1), he held the position of Director of the Department of Finance of Ho Chi Minh City.

Mr. Hoang Nguyen Dinh was born in 1980, from Hue city, has a Bachelor of Law, Master of Road and Bridge Construction and Senior Political Theory. He has worked in many traffic units of Ba Ria - Vung Tau province such as Director of Traffic Project Management Board, Chairman of the Board of Directors cum General Director of Traffic Construction Joint Stock Company; Deputy Director of the Department of Transport. After the merger, he worked at the Propaganda and Mass Mobilization Department of Ho Chi Minh City Party Committee before being elected to the Standing Committee of the City People's Committee.

According to the Ho Chi Minh City People's Council, the addition of three Vice Chairmen of the Ho Chi Minh City People's Committee is necessary to meet the large workload and high management requirements in the context of the city entering a new development stage with many priority tasks in infrastructure, economy, finance, social security and an expanded urban government model.
