On September 16, 2024, the Standing Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Ninh Binh province issued Official Dispatch No. 61/VPTT - BCH on responding to tropical depression near the East Sea, sent to: Provincial Border Guard Command, Ninh Binh Provincial Radio and Television Station, Ninh Binh Newspaper, Steering Committee for Disaster Prevention and Control and Search and Rescue of Kim Son district, Ninh Binh Fisheries Sub-Department.
According to the bulletin of the National Center for Hydro-Meteorological Forecasting, a tropical depression (TLD) is operating in the sea east of Luzon Island (Philippines). At 10:00 a.m. on September 16, 2024, the TLD has coordinates 17.1 degrees North latitude, 124.4 degrees East longitude with wind speed of level 6-7, gusting to level 9; It is forecasted that in the next 24 hours, the TLD will move westward at a speed of 15-20 km/h, intensity of level 7, gusting to level 9 and is likely to strengthen into a storm.
Pursuant to Official Dispatch No. 6851/CD-BNN-DD dated September 16, 2024 of the Ministry of Agriculture and Rural Development on responding to tropical depression near the East Sea, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control requests units to implement the following contents:
Closely monitor the development of tropical depression; strictly manage vessels at sea; organize counting and notify owners of vessels and captains of ships and boats operating at sea of the location, direction of movement and development of tropical depression to proactively avoid, escape or not move into dangerous areas. Dangerous areas in the next 24 hours: From latitude 15-19 east of longitude 118 (dangerous areas are adjusted in forecast bulletins).
Ready forces and vehicles for rescue when requested.
The Provincial Radio and Television Station, Ninh Binh Newspaper, and the radio system at all levels have increased measures to inform authorities at all levels, owners of vehicles operating at sea, and people about the developments of natural disasters so that they can proactively prevent and respond.
Organize on-duty shifts, closely monitor the developments of natural disasters, and regularly report to the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Control and Search and Rescue.
