The role of the subject and the central position of the people

The viewpoint that "people are the root" is the subject of the innovation process has been thoroughly grasped and implemented by the Party more deeply and comprehensively.

The close relationship between the Party and the people has always been given attention to consolidating and strengthening. During the discussion, many opinions expressed high agreement with the lessons learned after 40 years of renovation as stated in the draft documents submitted to the 14th Congress. In particular, the third lesson is: Thoroughly grasp and thoroughly practice the viewpoint "People are the root". Promote the role of the subject and the central position of the people. All guidelines and policies must truly originate from the aspirations, rights, legitimate and legal interests and happiness of the people; truly trust, respect and promote the people's right to mastery; persistently implement the motto "people know, people discuss, people do, people inspect, people supervise, people benefit"; tighten the close relationship between the Party and the people, rely on the people to build the Party and the political system.

Expressing his agreement and proving it with local practice, Secretary of the Party Committee of Dong Thai Commune ( Ninh Binh Province) Nguyen Tien Viet said: The results of building new rural areas and advanced new rural areas in Dong Thai Commune show that when the role of the people is maximized, the endogenous resources in the people are strongly aroused, becoming the decisive driving force for development. Publicity and democracy in the work of the new rural construction process, especially when the people's supervision rights are actually implemented, will help the policies of the Party and the Government to be implemented more accurately, effectively and transparently.

The focus of the leadership role of grassroots party organizations, especially in the two-level local government model, is to always be close to the people; promote the people's right to mastery and supervision over the work of the Party and government.

In fact, over the past months, although Dong Thai commune is in the process of perfecting its apparatus and has to cope with storms and floods, thanks to the consensus, close supervision and support of the people, the Party Committee and the commune government have promptly stabilized the situation, improved the quality of public administrative services, strengthened land management, and ensured discipline and efficiency.

Dong Thai Commune Party Committee officially operated from July 1, 2025, on the basis of merging three Party Committees of communes: Yen Dong, Yen Thanh and Yen Thai.

The achievements of the 2020-2025 period such as: Average annual economic growth rate reaching 7%; total production value by the end of the term exceeding 2,100 billion VND; average income reaching 71.1 million VND/person/year; all three old communes meeting advanced new rural standards, 19 villages and hamlets meeting model new rural standards... are important premises for the new Party Committee to concretize the Resolution of the 1st Commune Party Congress into programs, action plans, effectively organize the implementation of the set goals, tasks, solutions and breakthroughs.

Emphasizing the role of the people in building the Party and the political system, the Draft documents submitted to the 14th National Party Congress also set out the requirements: Innovating mass mobilization work, further tightening the close relationship between the Party and the people, relying on the people to build the Party and the political system. Continuing to innovate the content and methods of propaganda and mobilizing the people. Promoting the role and participation of the people in building, promulgating and organizing the implementation of the Party's guidelines and policies, the State's policies and laws; ensuring harmony of interests between the State, enterprises and the people, between regions and localities...

According to comrade Nguyen Tien Viet, in order to effectively implement the requirements stated in the draft documents, which are "effectively and substantially organize people's participation in monitoring and evaluating the effectiveness of organizations in the political system; the qualities and capacities of cadres and party members", it is necessary to improve feedback channels between people and Party and government agencies; strengthen the mechanism for receiving and resolving complaints and feedback; develop online platforms to receive people's opinions, ensuring that all legitimate opinions and aspirations of the people are listened to, considered, and responded to promptly.

Along with that, continue to consolidate and build Party cells, especially in residential areas, ensuring to fully promote the role of the core leadership at the grassroots level - the place closest to the people; improve the quality of Party Committee activities, maintain Party cell activities by topic, build "4 good" Party cells, "4 good" grassroots Party organizations. This is the foundation for people to exercise their right to direct supervision, contributing to building a clean and strong Party.
