Applying regulations as a basis for resolving policies for citizens

That was the request of comrade Trinh Viet Hung, alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee , at the regular citizen reception in August 2023 to direct the settlement of the request of Ms. Le Thi Thuan, residing in Group 8, Thinh Dan Ward ( Thai Nguyen City), on the afternoon of August 29.

According to Ms. Le Thi Thuan's application: After graduating from university, in May 1976, she was transferred to Vinh Phu Paper Factory, then worked at Thai Nguyen University of Industrial Technology.

In 2002, due to circumstances, Ms. Thuan submitted a one-time leave application. The Director of Thai Nguyen University (TNU) issued Decision No. 131 on granting her a one-time allowance. On May 13, 2002, the provincial Social Insurance (SSI) issued Decision No. 169 on granting her a one-time allowance with a subsidy level of VND 14,987,700.

However, Ms. Thuan did not agree with the above decisions and requested the Director of the University of Social Insurance and the Director of Thai Nguyen Provincial Social Insurance to withdraw and cancel Decision No. 131 and Decision No. 169 and issue a retirement decision so that she can receive her pension.

Ms. Le Thi Thuan presented her opinion at the citizen reception.

According to the relevant agencies, during the time of resolving the one-time subsidy regime, Ms. Thuan was the defendant in a case. The People's Court of Thai Nguyen City issued Decision No. 24 dated June 13, 2002, forcing Ms. Thuan to pay a total of over 8.9 million VND to the parties and pay court fees of 123,000 VND.

Accordingly, the Judgment Enforcement Team of Thai Nguyen City (now the Civil Judgment Enforcement Department of Thai Nguyen City) has enforced the above amount of money at the provincial Social Insurance by means of seizure. The provincial Social Insurance has deducted VND 9,089,000 from Ms. Thuan's one-time allowance. The remaining amount after deduction has not been paid by the provincial Social Insurance. However, Ms. Thuan said that she did not receive any notice before and after the deduction.

After listening to Ms. Thuan's wishes and the opinions of representatives of relevant agencies, comrade Trinh Viet Hung requested the civil enforcement agency to carefully study the records and procedures for Ms. Thuan's case, and report to the Chairman of the Provincial People's Committee before September 30, 2023; the Provincial Social Insurance Agency shall respond in writing to the citizen, and report to the Chairman of the Provincial People's Committee and relevant agencies before September 15, 2023.
