We have every right to be proud of the glorious journey of Vietnamese culture under the leadership of the Party and the great President Ho Chi Minh . It was the revolution that inspired, created the motivation and direction for culture to take off together with the nation.
Our country has a long-standing culture with thousands of years of history. Through the ups and downs of history, it has accumulated and promoted many values and unique cultural identities, forming the soul of the nation; at the same time, it has absorbed and contributed to the common culture of humanity.
"Vietnamese culture includes sustainable values, the quintessence of the Vietnamese ethnic community cultivated through thousands of years of struggle to build and defend the country. That is ardent patriotism, national self-reliance, solidarity, community awareness connecting individuals - families - villages - Fatherland, compassion, tolerance, respect for love, morality, diligence, creativity, sophistication, simplicity in lifestyle. These are the core values that create the national cultural identity with rich and diverse forms of expression" - Associate Professor, Dr. Pham Duy Duc, former Director of the Institute of Cultural Development, Ho Chi Minh National Academy of Politics affirmed.

Traditional culture plays a huge role in building the current system of cultural values and human standards of Vietnam. Therefore, the inheritance of traditional cultural values in building the system of cultural values and human standards in modern society is clearly an objective necessity.
In the revolutionary cause, the role of culture has always been focused on, nurtured and developed by our Party. Therefore, in the field of culture, our Party has had many very important resolutions, decisions and directives of strategic importance to focus on building and developing the country's culture.

According to Associate Professor Dr. Pham Duy Duc, we have every right to be proud of the glorious stages of Vietnamese culture under the leadership of the Party and the great President Ho Chi Minh. President Ho Chi Minh and our Party affirmed: Culture is a front, culture does not stand outside of politics and economics but is in politics and economics, culture must participate in supporting the right and eliminating evil. If the nation is enslaved, culture will also lose its freedom. If culture wants freedom, it must participate in the resistance war and nation building.
In 1943, our Party announced the “Outline of Vietnamese Culture”, which clearly stated: The cultural front is one of three fronts (economic, political and cultural) and advocated developing culture in three directions: National - Scientific - Mass. In 1946, at the first National Cultural Conference, President Ho Chi Minh pointed out: “Culture must guide the nation to achieve Independence, Self-reliance and Self-determination”.
In the war against the French colonialists, with the slogan "Culturalizing resistance, culturalizing resistance", "building a new life", culture truly became the spiritual driving force to mobilize all resources for the resistance, contributing significantly to the Dien Bien Phu victory "famous in five continents, shaking the world" in 1954.

During the period of building socialism in the North and fighting for national reunification, the Party advocated building a new socialist culture, in which the "national character" of culture was respected, while selectively absorbing the quintessence of human culture to enrich the national culture.
During the renovation period, our Party has issued Resolution 4 of the 7th Central Committee and especially Resolution 5 of the 8th Central Committee on Building and Developing an Advanced Vietnamese Culture with a Strong National Identity, which are Resolutions of strategic significance on the development of Vietnamese culture in the period of accelerating industrialization and modernization of the country. Next is Resolution No. 33 of the 9th Conference of the 11th Central Committee on Building and Developing Vietnamese Culture and People to Meet the Requirements of Sustainable Development of the Country. Our Party has identified a number of new tasks: building culture in politics and economics; developing cultural industries and perfecting the cultural market.

From the Outline on Vietnamese Culture in 1943 to the National Cultural Conference in 2021, profound and guiding ideas on building a revolutionary culture have truly "lighted the way for the nation to go".
Associate Professor, Dr. Pham Duy Duc commented: "Culture must light the way for the nation, must develop intelligence, nurture emotions, arouse the desire for national independence, unify the Fatherland, build a prosperous and happy country. It is the revolution that has inspired, created the motivation and direction for culture to take off together with the nation under the leadership of the Party to contribute to historical miracles in the August Revolution, in the Dien Bien Phu victory in 1954, in the fight to liberate the South, unify the Fatherland in 1975, in the current cause of innovation".
Throughout the process of leading the revolution, the country, and the people, our Party's policy has always been consistent: "Economic growth is not the only goal, economic growth must go hand in hand with cultural development". Economic growth must be associated with cultural development, environmental protection, and social security. Culture is not a passive result of the economy but an internal factor, a driving force, a resource for socio-economic development. The economy we build is a humane economy, an economy for people, for people. People must be placed at the center of socio-economic development. Cultural and ethical values are absorbed and spread into economic activities for the happiness of people and the nation.
Economic growth is not everything. Many countries have high economic growth but social conflicts and contradictions are increasing. Therefore, the accumulation of wealth must be associated with the accumulation of culture and social values. Our Party has emphasized that typical cultural values such as Nationality, democracy, humanity and science must be absorbed and spread into political, economic and social activities... Culture must not be sacrificed for the goal of economic growth, causing social degeneration.

Throughout the process of leading the revolution, the country and the people, our Party's policy has always been consistent: "Economic growth is not the only goal, economic growth must go hand in hand with cultural development".
Since the success of the National Cultural Conference, awareness of the position and role of culture in the sustainable development of the country has had positive changes and has gradually been clearly realized. In the flow of Vietnamese culture, many good traditional cultural values and cultural heritages of the nation have been inherited, preserved and promoted by localities across the country in all areas of life.
Culture has continued to play an important role on the ideological and cultural front, and has created a new source of vitality and momentum for the cause of building and reviving an advanced Vietnamese culture imbued with national identity.

The underground stream running through the flow of Vietnamese culture has been truly unleashed in a powerful way, both in breadth and depth. The message from the “Dien Hong Conference” on culture has spread strongly with projects, plans, and priority resources being positive signals for cultural development.
The soft power of Vietnamese culture is the tradition of patriotism, national self-reliance, the tradition of great solidarity, humanity, courage, tolerance, creativity... Vietnam is a friend, a reliable partner, a responsible member of the international community, thereby contributing to protecting the Fatherland, early and from afar, maintaining a peaceful environment for national development. Expanding international cultural exchanges and cooperation is the condition for us to promote the soft power of today's society.
The cultural industry and cultural market have been making progress in recent times. These are clearly the “sweet fruits” for our country to continue to strengthen its belief, motivation and determination to build a new culture, with the aspiration to revive and develop Vietnamese culture.
