To avoid the situation of rote learning according to model texts, the Ministry of Education and Training has continuously innovated the assessment method in recent years by requiring the use of materials other than textbooks, and local Departments of Education and Training have issued official dispatches to rectify the situation of preparing outlines and model texts for primary school students. However, all efforts seem to have not yet touched the root of the chronic problem: rote learning and memorization of literature.

Model texts have existed as a challenge, teasing human creativity. And we can clearly feel that the thinking, creativity and critical thinking ability of learners are being eroded by stereotypes.
Look at how elementary school children prepare for their final exams. Specifically, teachers limit the review outlines for their children to review. The teachers prepare long outlines, full of words, typed on computers and photocopied and distributed to students. The children just receive the outlines, flip them open and slouch at the length of the knowledge.
Even Vietnamese has a review outline. Each type of writing exercise has a range of 3-5 topics. The children will write and rewrite these essays many times according to the teacher's requirements. After a few revisions, the final step is to memorize them to get a perfect score.

Teachers take care of every bullet point in the answer sheet, then photocopy and paste it into the test paper from memory. Teachers take care of the model essay with enough ideas and lines to achieve the highest results, even though the subject of the essay is completely unfamiliar and the emotions in the essay are completely "borrowed". This is really dangerous!
Writing essays based on model essays causes children's fresh, green spiritual world to be forced into a mold, having to describe this way, tell that way, expressing emotions according to the answer's direction... Emotions of love, affection, resentment, anger towards a problem, a poem, a sentence are all forced to fit the teacher's lesson plan.
Race for points
In reality, studying and midterm and final exams have become a race for grades, although theeducation sector always recommends not putting pressure on students. Of course, in order for students to achieve high scores, review outlines and sample papers are constantly proliferating and causing many painful consequences.
Therefore, the 2018 General Education Program emphasizes the qualities and abilities of learners with the hope of eliminating outlines and sample essays and creating a positive signal: tests and exams gradually limit memorization questions based on rote learning, enhancing the ability to apply knowledge to solve life problems.
This is the basic foundation for the comprehensive innovation of programs and textbooks that the entire education sector is implementing in a rolling manner at all three levels of education.
