The Ministry of Education and Training has issued guidelines for college admissions in 2025, in the context that state management of vocational education has been transferred from the Ministry of Labor, Invalids and Social Affairs to the Ministry of Education and Training from March 1, 2025.

Accordingly, college level enrollment in 2025 will continue to be implemented according to Circular No. 05 of the Ministry of Labor, Invalids and Social Affairs , stipulating enrollment regulations and determining enrollment quotas for intermediate and college levels.

Expanding college admission methods

Following the new guidelines from the Ministry of Education and Training, many colleges in Ho Chi Minh City continue to maintain the same admission methods as in previous years. However, some schools have adjusted the subject combinations for admission to match the 2018 GeneralEducation Program, while also expanding the admission methods to increase opportunities for candidates.

Saigon College of Technology and Tourism enrolls full-time college students in 2025 with the entrance requirement of graduating from high school, considering grade 11 and grade 12 transcripts. The training period lasts 2.5 years, with tuition fees of 7.8 million VND per semester.

The school offers 13 majors in the fields of technology, economics, languages ​​and services such as information technology, graphic design, hotel management, accounting, logistics, English and Japanese languages.

Ho Chi Minh City College of Economics announced the enrollment of more than 3,200 students for both intermediate and college levels. At the college level, candidates are selected based on their academic records or high school graduation exam scores with a combination of three subjects from all subjects in the general education program, but math is required. The admission threshold ranges from 15 to 18 points, depending on the major and method.

This year, Cao Thang Technical College added a direct admission method with some criteria such as having a letter of recommendation from a former student, lecturer or good academic performance in grade 11 and grade 12. The direct admission quota does not exceed 15% for each major and the deadline for receiving applications is May 30, 2025.

The school still maintains the method of considering the transcripts of four semesters (grades 11 and 12), in which the math subject is calculated with a coefficient of 2. The deadline for submitting applications is June 10, 2025. The methods of considering the high school graduation exam scores and the capacity assessment exam of Ho Chi Minh City National University continue to be maintained.

Bach Viet Polytechnic College recruits 1,475 students, applying three methods: considering high school graduation exam scores (20%), considering high school transcripts (60%) and considering intermediate graduation results (20%). The list of training majors is diverse, from engineering, technology to pharmacy, nursing, design and languages.

Far East College announced 1,500 quotas, of which 70% are for the method of considering high school transcripts and the capacity assessment exam scores of Ho Chi Minh City National University. Admission rounds take place continuously from March 1 to October 15, 2025. The remaining 30% are based on high school graduation exam scores, with the registration period from July 16 to July 28, and the fee payment from July 20 to August 5.

Impatiently waiting for system training

According to the 2025 college admissions guidelines issued by the Ministry of Education and Training, the ministry "encourages colleges to participate in the common admissions system with higher education to expand admission information channels, on a voluntary basis and in compliance with regulations for coordinating the safe and effective operation of the system".

MSc. Nguyen Thuy Vuong Khanh, Director of the Center for Communications and Admissions, Ho Chi Minh City College of Economics, said that although the Ministry of Education and Training "encourages" but does not "require", the school will participate in the common admission system this year.

However, up to now, schools are still waiting for specific instructions from the Ministry of Education and Training on how to enter data into the system? What data needs to be entered, what data is not needed in the period of just over two months.

"Many universities take 2-3 years to complete data entry, while colleges currently only have two months," said Ms. Khanh.

Similarly, a representative of Bach Viet Polytechnic College said that the school has prepared a scenario for the case of having to participate in the general admission system of the Ministry of Education and Training in 2025. In terms of technology, the school's team can handle it quickly. However, it is necessary to clarify the "tasks" from the Ministry of Education and Training to be able to synchronize data on the system and carry out the testing steps early to be able to operate most stably.

"There are currently no instructions. We are very anxious. Even for a seemingly simple issue like school codes, we do not know which school code to use, whether it was from the Ministry of Labor, Invalids and Social Affairs or from the Ministry of Education and Training," said this representative.

MSc. Phan Thi Le Thu, Vice Principal of Far East College, also agreed that many colleges are "waiting" for the Ministry of Education and Training to soon deploy training and related instructions.

In addition to preparing the system, Ms. Thu said there are still many different issues in the previous admission methods between colleges and universities. Now in the same system, how will they be resolved?

"For example, when recruiting under the same system, do colleges have to have the same minimum score as universities? Can colleges announce admissions before the prescribed time for universities?...", Ms. Thu said.

Not ready

MSc. Vo Cong Tri, vice principal of Saigon College of Technology and Tourism, said that this year the school will not participate in the general admission system with universities of the Ministry of Education and Training.

He said the time was too short and there was no guidance from the Ministry of Education and Training so the school was not ready to switch to the new system. The school would still use the old admission system as in previous years. "Maybe next year I will start participating in the system," Mr. Tri said.

What does Circular 05 stipulate?

According to Circular No. 05 of the Ministry of Labor, Invalids and Social Affairs, the forms of college admission in 2025 include: admission, entrance exam or a combination of admission and entrance exam.
