
Origin of the first rural party cell
Going back in history, in the 1950s, in the Thai-Meo Autonomous Region (including 2 provinces of Lai Chau , Son La; 2 districts of Van Chan, Than Uyen of Yen Bai province and Phong Tho district of Lao Cai province), famine prevailed. Taking advantage of our difficulties, reactionary forces continuously organized sabotage activities. In Tuan Giao (Lai Chau) at this time, the outstanding feature was that the government had been established but there was no local party cell or party members.
Building a grassroots party organization as the core to lead the revolutionary movement became an urgent requirement. At this time, Quai Cang commune was chosen by the Tuan Giao District Committee to pilot the establishment of the first commune party cell, because this was a locality with all movements operating well, and people's lives were more stable and developed than other communes. In August 1955, Quai Cang commune party cell was officially established, with 5 party members (1 official, 4 probationary). Among them, comrade Lo Van Doi (Ket village) was a typical party member in the locality trusted by the District Committee and selected as Party Cell Secretary.

Under the direct leadership of the Regional Party Committee and the District Party Committee, the Commune Party Cell determined: Focus on strengthening the Party's leadership on the economy , paying attention to the highlands and interspersed areas, not neglecting the lowlands; promoting food production, moving towards having enough food and reserves, reclaiming land to increase crops, improving techniques. The lowlands narrowed the area of upland rice... The "revolutions" in labor production; learning and training; building villages "blossomed" afterwards with the core role, led by Party members.
In a spacious house surrounded by vegetable gardens, fish ponds, and a system of barns (raising pigs, chickens, and geese) in Cuong village, Mr. Lo Van Chung (70 years old) could not help but be moved when recalling the proud moment when he officially became a member of the Communist Party and worked at the Quai Cang Party Cell. With the guidance and support of the Party organization, Mr. Chung was able to go to school; then became Secretary of the Youth Union, Secretary of the Committee, Chairman of the People's Committee, Secretary of the Commune Party Committee... Before retiring, he served for many years as Chairman of the Commune Veterans Association.

Mr. Chung recalled: “Right at the Cuong village party cell, we used to have activities combined with several party cells and had only 5 party members. Now there are 24 party members. As people who were enlightened early, we have promoted the knowledge we have learned, as well as our leading and exemplary role in the locality, leading and helping people develop together. Starting from changing our thinking in production to increase income and improve life.”
After 69 years of establishment, the Party organization in Quai Cang has really grown in both quantity and quality. Up to now, the Commune Party Committee has 20 affiliated Party cells, with a total of 364 Party members. In addition to 7 Party cells of agencies and units located in the area, 13/13 villages have Party cells.
“Inheriting the experience and correct direction that previous generations have summarized and accumulated, we always strive to promote the role and strength of the Party organization and Party members in leading and accompanying the government and people in developing all aspects of socio-economic life, national defense and security.” - Ms. Tong Thi Cuc, Party Secretary, Chairman of the People's Council of Quai Cang commune emphasized.

With the party, the people are warm and well-off!
Along Highway 6, from the center of Tuan Giao district, after just a few minutes of riding a motorbike on a straight asphalt road, you will reach Quai Cang commune. From a remote countryside in the past, this place now has the appearance of a modern countryside, with increasingly complete infrastructure.
In the days when the whole of Dien Bien is looking forward to the 75th anniversary of the founding of the Provincial Party Committee, the cadres and people of Quai Cang cannot help but be moved and excited. The first Party cell secretary and many party members are no longer there. However, through the stories of later generations about the inheritance and continuation of traditions to build the locality to today, we also feel the resilience and solidarity of the cadres and people of all ethnic groups in this land.
Following the instructions of the commune officials, we arrived at Cuong village. Right at the beginning of the village is a 2-hectare field designed with a greenhouse, showing that science, technology and modern agriculture are present here. Welcoming visitors, Mr. Lo Van Tun was not too surprised. He said: "Since the commune created conditions to implement this model, many people from other localities have come to learn and study!"

This is a safe vegetable production model implemented from 2023, according to the policy of the Commune Party Committee. Mr. Tun is one of 33 households participating in the model. Previously, his family and other households only grew rice and intercropped vegetables in the old way. Because of the lack of water resources and technical limitations, crops were often affected by pests and diseases, and productivity and income were not guaranteed.
“When the commune mobilized and supported me financially, my family converted 700m2 to specialized clean vegetable cultivation. From building greenhouses to protect plants, using biological products to prevent pests, we were instructed to grow vegetables seasonally, currently growing tomatoes, cabbage and some winter vegetables. The productivity and quality of the crops have increased significantly, the output is also favorable, people do not have to bring them to the market for retail sale, the purchasing facilities come to the place to collect them” - Mr. Tun shared.

In addition to the clean vegetable model, in Quai Cang there are currently many other production models being effectively implemented, contributing to increasing income and improving people's lives. In particular, to ensure local food security, the commune maintains 161.4 hectares of winter-spring rice, 245 hectares of summer-autumn rice, with an estimated yield of 52 - 62 quintals/ha. Expanding the area of new crops, such as: 742.34 hectares of macadamia; 61.15 hectares of coffee; 13.5 hectares of peanuts; 15 hectares of fruit trees; raising over 6,000 cattle, nearly 49,000 poultry of all kinds...
Mr. Lo Van Khuyen, Chairman of the People's Committee of Quai Cang Commune, said: "With the attention of all levels, especially the guidance and leadership of the Party organization, up to now, the whole commune has only 20% of poor households. Infrastructure serving the lives and activities of the people is guaranteed and increasingly improved. Currently, we are striving to complete the goal of meeting the new rural standards by 2025"...

Nearly 7 decades have passed, under the light of the Party and the guidance of loyal Party members, Quai Cang has not only become a torch for the local revolutionary movement, but is also growing strongly on the journey of building a new rural area.
