According to the Report on the results of the 5-year socio-economic development for the period 2020 - 2025 at the 1st Congress of the Government Party Committee, term 2025 - 2030, after the arrangement and streamlining of the Government apparatus, 8 ministries, ministerial-level agencies, and affiliated agencies were reduced, equivalent to a 32% reduction. The number of commune-level administrative units was reduced from 10,035 to 3,321, equivalent to a 67% reduction. The total number of state administrative staff was reduced by 145,000 civil servants and public employees; regular expenditures were reduced by 39 trillion VND/year.

These figures show the correctness and effectiveness of the implementation of the 2-level local government model, the consensus and determination of the entire political system and the direction, administration, and implementation from the central to local levels. This is more clearly demonstrated through the opinion of Prime Minister Pham Minh Chinh at the meeting on solutions for effective implementation of 2-level local government according to the conclusions of the Politburo and the Secretariat held in early October, that up to now, the 2-level local government apparatus has basically completed its organization and personnel, operated relatively smoothly, without interruption, ensuring better service to the people.

Administrative reform and digital transformation have achieved many positive results. More than 7 million online records have been processed, with a timely completion rate of over 91%; more than 3,100 commune-level public administrative service centers have been put into operation; the arrangement of headquarters and public assets has been seriously implemented, saving the budget. Many facilities have been converted to serve the community, receiving the consensus of the people, supporting the major policies of the Party and State.

However, it must be said frankly that there are still many problems and shortcomings in the implementation process. Specifically, some guidance documents are still slow, especially in the fields of finance - accounting, land, and education . Many places still have difficulties in infrastructure and human resources; the online public service system is still inadequate, and data is not synchronized. Digital transformation still has many problems; there is still a situation where there is a lot of work in some places and little work in others; people in some areas have not yet adapted to the new way of handling procedures...

Because of these problems and shortcomings, the Government Party Congress has considered the focus on improving the quality and efficiency after restructuring the apparatus, especially the operation of the two-level local government as one of the very important tasks in the coming term. And to improve the effectiveness and efficiency of serving people and businesses, according to Minister of Home Affairs Pham Thi Thanh Tra, the first and most important task is to perfect the institutional system and policies in all areas to unleash resources. In addition, continue to perfect the apparatus and staffing.

Minister Pham Thi Thanh Tra emphasized that the decisive factor is people, the team of cadres, civil servants and public employees in the apparatus. Streamlining must be implemented but at the same time there must be specific measures to restructure according to job positions, improve quality to meet the requirements of the state administration and 2-level local government... The recent results are only temporary, so in the coming time, we must do the foundation to ensure both quantity and quality, and restructure the team of cadres to operate the apparatus, effectively manage the country and local government... We must strongly cut and simplify administrative procedures to better serve the people and businesses, because the goal is to build and develop the country.

The reorganization of administrative units at all levels and the operation of two-level local governments is a historical milestone. The implementation process will have difficulties and obstacles that need to be fully and specifically identified and have solutions to overcome in the spirit of not being perfectionist or hasty, especially in the context of shifting from management thinking to creating development and serving the people, which requires time. However, according to Prime Minister Pham Minh Chinh, the implementation needs to be drastic and effective, the results must be specific, with positive and clear changes, next week must be better than last week, next month must be better than last month, next quarter must be better than last quarter, next year must be better than last year.
