Dak Lak considers resolving the regime for part-time workers who quit their jobs due to organizational restructuring.

In Dak Lak, thousands of part-time workers at the commune level have quit their jobs due to the streamlining of the apparatus. Many of them are worried because policies have not been resolved yet, making life difficult.

VNA reporters received feedback from Ms. D.TPT (born in 1979, position before leaving the job: Secretary, archives, treasurer) and Ms. PVL (born in 1980, position before leaving the job: Broadcasting - Population, family and children) about the delay in paying benefits for non-professional workers and civil servants who are downsizing according to Decree 154/2025/ND-CP dated June 15, 2025 of the Government . These people have quit their jobs since July 1, 2025, right after the implementation of the 2-level local government. Although nearly 4 months have passed, they have not yet received benefits according to regulations.

In addition, many part-time workers are old and have difficulty finding jobs, so they are waiting for financial support as prescribed in Decree 154/2025/ND-CP to start a business...

According to the People's Committee of Dak Lak province, localities in the province are arranging, assigning use or resolving regimes and policies for non-professional workers at the commune level according to the provisions of Decree No. 154/2025/ND-CP dated June 15, 2025 and Official Dispatch No. 12/CV-BCĐ dated June 20, 2025 of the Steering Committee for arranging administrative units at all levels and building a 2-level local government organization model of the Government.

In Dak Lak, the number of non-professional workers at the commune level assigned at the beginning of 2025 was 4,496 people; the number arranged until June 30, 2025 was 3,749 people. When implementing the 2-level local government model, the number of people expected to continue working at the commune level, in villages, hamlets, residential groups, and neighborhoods is 969 people, the number of people expected to quit their jobs is 2,780 people.

As of September 15, 2025, the Department of Home Affairs of Dak Lak province received and compiled a list of 1,630 applications for resolving policies and regimes for non-professional workers at the commune level who wish to retire. This agency is reviewing the list and coordinating with the Department of Finance of Dak Lak province to estimate the budget for streamlining the payroll for non-professional workers at the commune level according to regulations.

According to the investigation of VNA reporters, implementing policies and regimes for cadres, civil servants, public employees and workers according to Decree No. 178/2024/ND-CP dated December 31, 2024 of the Government, Dak Lak province has 3,384 people with policy payment decisions with a total payment amount of VND 3,340 billion.
