Why is it difficult for agricultural, forestry and fishery establishments to access the 100,000 billion VND loan package?

(Baohatinh.vn) - Agricultural, forestry and fishery models in Ha Tinh are mainly small-scale, not meeting the necessary conditions to access the VND100,000 billion interest rate support credit program.

Recently, the State Bank of Vietnam (SBV) Region 8 has strengthened its direction to commercial banks in the area to implement a credit program for agriculture, forestry and fishery worth VND100,000 billion based on the instructions of the head office.

The Bank has stepped up policy communication; proactively coordinated with the Provincial Business Association and the Provincial Cooperative Union to review and grasp the list and loan needs of enterprises, cooperatives, and establishments to provide loans promptly and to the right subjects. However, due to many reasons, Ha Tinh has not yet incurred outstanding debt under this program.

Agribank Cam Xuyen (under Agribank Ha Tinh II Branch) has focused on promoting this credit package, but the unit has not yet received any loan requests from customers.

Mr. Tran Hau Long - Deputy Director of Agribank Cam Xuyen said: “The 100,000 billion VND credit program for agriculture, forestry and fishery from the state budget requires strict procedures and documents. Borrowers must fully demonstrate invoices, documents, cash flow management, etc.; while model owners in Ha Tinh often do not meet this condition. In addition, currently, the interest rates of Agribank's regular credit packages are low (interest rates for production and business loans are only from 4.5%/year), so customers choose to borrow a lot. As of April 30, 2025, Agribank Cam Xuyen's outstanding debt reached 3,866 billion VND, an increase of 340 billion VND compared to the beginning of the year and reaching 80% of the year plan; of which the outstanding debt for agriculture, forestry and fishery is 1,395 billion VND".

Similarly, SHB Ha Tinh has not yet disbursed this preferential credit package. Mr. Bui Le Huy - Deputy Director of SHB Ha Tinh said: "Up to now, we have not received any proposals from customers related to this content. According to research, agricultural, forestry and fishery models in Ha Tinh are mainly small-scale, household-scale, and borrow investment capital with small amounts of money, so they often choose regular credit packages; many model owners do not meet the conditions of the support credit package. In addition, through monitoring, in the first months of the year, the demand for loans of people and businesses in the area is still limited."

Mr. Le Van Binh - Director of Nga Hai Cooperative (Xuan My Commune - Nghi Xuan) shared: "We raise 2,500 pigs, 30,000 commercial chickens/batch and grow nearly 8,000 m2 of melons and grapes in greenhouses, with a revenue of tens of billions of VND/year. The Cooperative has not had the need to access the preferential credit package for agriculture, forestry and fishery of 100,000 billion VND due to difficulties in meeting the requirements for invoices, documents and cash flow management set forth by the program. Moreover, currently, commercial bank interest rates are also low, so the Cooperative has borrowed nearly 10 billion VND from regular credit programs to invest in production and business".

Mr. Nguyen Ngoc Muu (Ky Thu commune, Ky Anh district) said: "My family specializes in small-scale commercial shrimp farming, only borrowing about 300 million VND per crop, so we chose to borrow a regular credit package. We have not considered borrowing the agricultural, forestry and fishery interest rate support package because it is difficult to meet the requirements and we are "afraid" of the post-loan inspection process."

According to banks, the agricultural, forestry and fishery credit program is currently facing a number of difficulties such as: Many enterprises, cooperatives and establishments in the forestry and fishery sector are having difficulty maintaining production and consuming products, some units even have to temporarily suspend operations or reduce production scale due to lack of orders and limited consumption markets. This leads to low demand for loans and difficulties in accessing credit. In addition, many enterprises, cooperatives and establishments have not met the loan requirements or do not have feasible production and business plans to access the credit package.

According to data from the State Bank of Region 8, outstanding credit in the agricultural, forestry and fishery sector of Ha Tinh's banking sector currently reaches about VND 15,145 billion, an increase of about 29% compared to the end of 2024, accounting for about 14% of total outstanding credit in the province.

In order for the 100,000 billion VND credit package for agriculture, forestry and fishery to be effective, in the coming time, there needs to be close coordination between the banking sector, local authorities at all levels and relevant departments and sectors to raise awareness among people and businesses about the policy. At the same time, there need to be practical and effective solutions to support businesses, cooperatives and establishments in improving their operational capacity, developing production and business plans associated with completing operational documents and records according to regulations; developing feasible loan plans...

There are currently 15 commercial banks participating in the 100,000 billion VND credit package for agriculture, forestry and fishery.

Implementing the direction of the Government and the Prime Minister in Resolution No. 46/NQ-CP dated March 8, 2025 on increasing the scale of the credit program for the forestry and fishery sector to over VND 100,000 billion and expanding the scope and participants to the credit program for the agriculture, forestry and fishery sector, on April 15, 2025, the State Bank of Vietnam issued an official dispatch requesting commercial banks to implement the credit program for the agriculture, forestry and fishery sector.

Accordingly, the scope and subjects of the credit program for the forestry and fishery sector according to Official Dispatch No. 5631/NHNN-TD dated July 14, 2023 of the State Bank of Vietnam are expanded to the credit program for the agriculture, forestry and fishery sector.

The loan recipients are customers with projects/plans serving production and business activities in the fields of agriculture, forestry and fishery. The program will be implemented until the loan turnover reaches 100,000 billion VND (according to the registered level of commercial banks).

There are currently 15 commercial banks participating in this credit package including: Agribank, BIDV, VietinBank, Vietcombank, LPBank, Sacombank, MB, ACB, Nam A, OCB, Eximbank, Ban Viet, SHB, VietBank, HDBank.
