Why has Hoa Lac High-Tech Park not developed as expected?

Currently, Vietnam has 4 CNC zones including: Hoa Lac CNC zone, Ho Chi Minh City CNC zone, Da Nang CNC zone and Dong Nai Biotechnology CNC zone. Of which, Hoa Lac CNC zone is the earliest CNC zone established since 1998, in Thach That district and Quoc Oai district (former Ha Tay province, now part of Hanoi ) and is the only CNC zone not directly under the local government. Deputy Minister of Science and Technology Bui The Duy said: "In the coming time, Hoa Lac CNC zone will be handed over to Hanoi for more convenience in the new context, the Ministry of Science and Technology has the task of promoting the general development of CNC zones across the country. The transfer of Hoa Lac CNC zone is implemented according to the general policy in the Party's Resolution on the strategy for developing science and technology through the periods".

Explaining why Hoa Lac Hi-Tech Park has not developed as expected, Deputy Minister Bui The Duy said that Hoa Lac Hi-Tech Park was established the earliest, so the development process did not have much experience. In addition, during the construction and development period, site clearance at Hoa Lac Hi-Tech Park also encountered many difficulties. However, from a land with initial characteristics of mainly hills and mountains, difficult to develop agriculture , it has transformed into a potential urban area, with breakthroughs in attracting investment, developing science, and key Hi-Tech products.

According to Deputy Minister Bui The Duy, since its establishment, the goal of Hoa Lac Hi-Tech Park has been to develop core technology with a focus on centers and research institutes, not to focus on "filling" enterprises, because if it is filled quickly with FDI enterprises, it may have budget revenue and create jobs in a short time, but will quickly become saturated in terms of potential. Another reason for the slow development of Hoa Lac Hi-Tech Park is because there is no surrounding urban area, housing and transportation are not convenient. Deputy Minister Bui The Duy hopes that when Hanoi receives Hoa Lac Hi-Tech Park, it will maintain the spirit of developing core technology, with additional investment, making it more convenient to develop surrounding urban areas.

Should choose the field that uses little land but has great efficiency

Mr. Tran Dac Trung, Deputy Head of Hoa Lac Hi-Tech Park Management Board, said: After many planning adjustments, Hoa Lac Hi-Tech Park currently has a scale of nearly 1,600 hectares. The Management Board has attracted more than 100 investment projects with a total registered capital of about 95,000 billion VND on a total area of ​​about 376 hectares. Of which, there are nearly 90 domestic projects and 14 foreign investment projects. Investment projects in Hoa Lac Hi-Tech Park have helped form an initial ecosystem for technology fields, such as: Information technology, telecommunications and software, biotechnology for healthcare, precision mechanical technology, automation technology... In particular, there have been connections and linkages between businesses and investors right in Hoa Lac Hi-Tech Park to form a high-tech product production chain and create jobs for nearly 30,000 people.

In addition to promoting investment attraction, research connection, and technology transfer between units, Hoa Lac Hi-Tech Park also pays great attention to training high-quality human resources. The fact that universities located in Hoa Lac Hi-Tech Park such as FPT University, Hanoi University of Science and Technology, Vietnam-Japan University, Van Lang University, etc. are associated with training in information and communication technology; mechatronic engineering technology; agricultural biotechnology, medicine and pharmacy; aviation engineering, etc. has initially formed a chain of links between training and human resource needs of enterprises. Students trained and graduated from universities in Hoa Lac Hi-Tech Park have worked on projects of enterprises, accounting for about 97%.

Mr. Tran Dac Trung informed: Currently, the project to transfer Hoa Lac Hi-Tech Park to Hanoi has been submitted by the Ministry of Science and Technology to the Government, including an assessment and analysis of the impact of the management model, forecasts, and issues that need to be resolved when developing the model.

In the coming time, to attract investors and use land and infrastructure effectively, the Hoa Lac Hi-Tech Park Management Board said it will focus on attracting investors operating in the fields of information and communication technology and biotechnology serving agricultural and medical production. Because these are fields in which Vietnam has the capacity, development conditions as well as large market demand, and are also the fields in which Hoa Lac Hi-Tech Park has strengths with ecosystems gradually forming.

According to experts, the Management Board needs to promote investment attraction to fully exploit the potential of the zone; be more dynamic and proactive, not wait for investors and must consider them as partners. More importantly, Hoa Lac Hi-Tech Park must set requirements on added value per hectare, from which, choose Hi-Tech fields that use little land but bring great efficiency.
