Integrating into a national target program helps to focus more on ethnic minority and mountainous areas.

On the evening of November 24, continuing the 51st session, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly Standing Committee gave opinions on the investment policy of the National Target Program on new rural areas, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas until 2035.

Overcoming resource dispersion and policy overlap

Briefing the Government's Report, Minister of Agriculture and Environment Tran Duc Thang said that the consolidation of the three national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas is of utmost importance in realizing the Party and State's goal of making the people rich, the country strong, and the people living a prosperous and happy life.

The Minister also said that integrating into one Program does not reduce policies but helps focus more on ethnic minority and mountainous areas in the coming time.

Regarding implementation time, the Program will be implemented in 10 years (2026 - 2035), divided into 2 phases.

Regarding the content of the Program, the Minister said that the Program consists of 2 components. The first component is the general contents implemented nationwide, including 10 groups of contents on: completing planning according to regulations, ensuring synchronization, suitability, promoting regional advantages and sustainable development; developing comprehensive, synchronous, modern rural socio-economic infrastructure, effectively connecting with urban areas and adapting to climate change; developing rural economy in an ecological, modern, multi-value integrated and market-adaptive direction; training human resources and supporting sustainable job creation; comprehensively developing culture, education, health, promoting gender equality; developing science, technology and digital transformation in rural areas; building a green, clean, beautiful, safe and climate-adaptive rural environment and landscape; improving the quality of public administrative services; Promote the role of the Vietnam Fatherland Front and socio-political organizations in building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas; access to law and security, national defense; improve capacity, communication, monitoring and evaluation; effectively implement emulation movements on building new rural areas, sustainable poverty reduction and socio-economic development in ethnic minority and mountainous areas.

The second component is the specific contents of socio-economic development in ethnic minority and mountainous areas, including 5 groups of contents on: investment in construction and completion of specific infrastructure in ethnic minority and mountainous areas; support for production development, livelihood creation and income improvement for people in ethnic minority and mountainous areas; development of human resources in ethnic minority and mountainous areas; support for the development of ethnic groups facing many difficulties and specific difficulties; communication and propaganda work; application of information technology to support socio-economic development in ethnic minority and mountainous areas.

In the summary report on the review of the Government's Proposal, Chairman of the Ethnic Council Lam Van Man said that the Standing Committee of the Ethnic Council and the majority of opinions agreed with the Government's Report on the necessity of merging the 3 National Target Programs to overcome the situation of resource dispersion, policy overlap, many management agencies, many guiding documents and a number of existing problems and limitations that have been assessed and summarized in the period 2021 - 2025.

In addition, the issuance and implementation of the Program for the period 2026 - 2035 is consistent with the policies, strategies and orientations of the Party and State on agricultural, farmer and rural development; contributing to maintaining growth momentum, increasing income, narrowing regional disparities, consolidating social security, national defense and security, and successfully implementing the goal of rapid and sustainable national development by 2045.

Regarding the components and policies of the Program, the Standing Committee of the Ethnic Council found that the components and specific contents have fully covered the fields of agriculture, rural poverty reduction and socio-economic development in ethnic minority and mountainous areas. The agency in charge of the program has reviewed, integrated, and reduced overlapping and duplication of policies.

To continue to improve, the Standing Committee of the Ethnic Council and many opinions participating in the review suggested that the Government should clearly define which tasks are already included in other programs of ministries and branches and not include them in the content and investment capital to avoid spreading (public administration, security - defense, social evils, public service units in health, education...); continue to review the content and activities between Component 1 and Component 2 to ensure there is no duplication or overlap.

The Government, ministries and branches need to urgently issue guidance documents.

Members of the National Assembly Standing Committee basically agreed on the consolidation of three national target programs on new rural construction, sustainable poverty reduction, and socio-economic development in ethnic minority and mountainous areas to avoid spreading resources and overlapping policies.

Vice Chairman of the National Assembly Vu Hong Thanh emphasized that integrating three national target programs into one program must ensure stability, continuity, multi-objectiveness, inheritance, and consistency of all three programs; it is necessary to continue to prioritize and focus on ethnic minority and mountainous areas with special difficulties.

Vice Chairman of the National Assembly Nguyen Khac Dinh suggested trying to raise the standards for villages and communes in ethnic minority and mountainous areas with special difficulties.

The Vice Chairman of the National Assembly noted that the Government and ministries and branches need to promptly issue guiding documents; avoid conflicts between goals and resources. Properly implement the principle of promoting decentralization and delegation of power; "locality decides, locality acts; locality takes responsibility; the Central Government ensures capital conditions and timely guidance, inspection and support, avoiding the situation of shirking responsibility."

Regarding the Program's implementation area, the Vice Chairman of the National Assembly noted that the Program's implementation area is not only poor communes but also poor villages, but there are currently no criteria to determine poor villages.

On the other hand, ethnic minorities are not only concentrated in mountainous areas but also in other places, so it is necessary to pay attention to places with ethnic minority communities.

Chairman of the Committee for Science, Technology and Environment Nguyen Thanh Hai suggested carefully reviewing the beneficiaries to ensure coverage, completeness, comprehensiveness and to avoid missing any beneficiaries; the study highlighted the priority given to ethnic minorities and mountainous areas.
