Vietnam applies safety standards for surveillance cameras from February 15.

The use of surveillance cameras using internet protocol (IP Camera) is becoming more and more popular in Vietnam, not only in households but also playing a key role in digital government, smart cities and many other important fields. However, experts have long warned that if this device does not ensure network information security, it will pose a potential risk of insecurity and data safety for users and may affect the national infrastructure.

Faced with this situation, on December 31, 2024, the Ministry of Information and Communications (MIC) issued the "National technical regulation on surveillance camera equipment using internet protocol - Basic information security requirements" (QCVN 135: 2024/BTTTT). This regulation will be applied to the testing, conformity certification and conformity declaration processes from February 15, 2025.

Surveillance cameras used in Vietnam must comply with criteria to ensure information security and confidentiality.

QCVN 135: 2024/BTTTT specifically stipulates 11 groups of technical requirements for ensuring information security such as: unique passwords, security vulnerability management, update management, user data protection, disaster recovery capability, data deletion when needed... IP Camera equipment imported, manufactured, distributed and used in Vietnam must comply with the above regulations, meeting network security standards according to the roadmap.

From January 1, 2026, all IP Cameras officially circulating in Vietnam - whether domestically produced or imported - must have a certificate of conformity according to this standard. That also means that the issue of information security of camera devices will be more strictly controlled, reducing the risk of data leakage and exploiting cameras for cyber attacks.

Surveillance cameras have long been a "hot spot" for security vulnerabilities when operating like a computer non-stop 24/7 but little attention is paid to security issues. The Department of Information Security (Ministry of Information and Communications) once discovered that more than 800,000 IP Camera devices in Vietnam had their data shared publicly online. About 45% of them were at high risk, vulnerable to hackers taking control or stealing information. Some groups on social networks also advertised for sale sensitive videos and images extracted from hacked surveillance cameras.
