According to preliminary statistics of the Ethnic Committee, by the end of 2022, there were 188 policies implemented in ethnic minority and mountainous areas issued by the Government and the Prime Minister that were still in effect, including 136 ethnic policies.

Classification by agency in charge of policy management and direction: The Ethnic Committee is in charge of managing and directing 25 policies; other ministries and branches are in charge of managing and directing 111 policies.
In terms of policy scope, there are: 38 policies specifically for ethnic minorities and mountainous areas; 98 policies with priority investment and support for ethnic minorities and mountainous areas.
In addition to the central government's policies, ethnic minority and mountainous provinces use local budgets to issue many specific policies to invest in and support ethnic minority and mountainous areas, in accordance with the actual situation and needs of the locality.
Mr. Pham Chi Trung - Deputy Director of the Department of Ethnic Policy, Ethnic Committee - said that the current ethnic policy system has concretized the viewpoints, policies, and guidelines of the Party and the laws of the Vietnamese State related to ethnic work.
Basic policies have comprehensively covered all areas of life, economy, education, health, culture, society, defense and security in ethnic minority and mountainous areas.
The Deputy Director of the Department of Ethnic Policy acknowledged that many policies have specific goals for the period 2021 - 2025, until 2030, with a vision to 2045. In addition to the two National Target Programs on New Rural Development and Sustainable Poverty Reduction, for the first time in Vietnam, there is a National Target Program specifically for ethnic minorities and mountainous areas.
This demonstrates the special attention of the Vietnamese Party and State, considering this a major policy decision to prioritize investment in sustainable socio-economic development for this region.

Implement a number of specific policy mechanisms suitable to the characteristics of ethnic minority and mountainous areas; inspection and supervision mechanisms with the participation of the people. The system of policy mechanisms initially promotes the internal strength, potential, and strengths of the region, the will of self-reliance and self-improvement of local Party committees, authorities, and people to develop the economy and society quickly, effectively, and sustainably.
According to Mr. Pham Chi Trung, the State prioritizes resources to implement ethnic policies, in which the State budget plays a decisive role, is arranged in the medium term and annually, basically meeting the needs of the policy, especially the National Target Programs.
Arrange investment capital and career structure more reasonably, ensure publicity and transparency; gradually overcome the situation of inadequate and untimely capital arrangement, especially the situation of not being able to arrange capital to implement issued programs and policies.
The representative of the Ethnic Committee affirmed that the coordination between the National Assembly and the Government, between ministries, branches and localities in building and organizing the implementation of ethnic policies is increasingly close.
Accordingly, the National Assembly and the Government have assigned the Ethnic Committee as the focal agency to unify monitoring and synthesizing ethnic policies; review and urge the implementation of ethnic policies by ministries, branches and localities; recommend competent agencies to promulgate, amend and supplement to perfect ethnic policies in accordance with the actual situation and requirements and tasks of ethnic work of the Party and State.
