At the conference, many countries expressed concern about the trend of increasing armament and modernizing nuclear weapons, while emphasizing the catastrophic humanitarian consequences caused by nuclear weapons to humans and the environment. In that context, countries called for continued promotion of participation in signing, ratifying and joining the TPNW to contribute to achieving the goal of a world without nuclear weapons.
Speaking at the conference, Ambassador Dang Hoang Giang, Head of the Permanent Mission of Vietnam to the United Nations, said that the current international security environment is facing many serious challenges and expressed concern about the level of destruction and humanitarian consequences of nuclear weapons. In that context, the Ambassador emphasized the need to strengthen strategic trust, in which the core is to promote compliance with the basic principles of international law and the UN Charter, and strengthen the international mechanism on disarmament and non-proliferation. The complete elimination of nuclear weapons is in the common interest of all mankind and requires efforts and political determination from all countries.

To effectively implement the TPNW, Ambassador Dang Hoang Giang called on member countries of the treaty to fully implement their obligations under the treaty; non-member countries to soon sign, ratify and join the treaty, contributing to the universalization of the treaty. In addition, it is also necessary to continue to promote the important significance of the TPNW, raise the international community's general awareness of the consequences of nuclear weapons, and promote international cooperation in capacity building for developing countries. In addition to continuing to promote negotiations on international agreements on ensuring security for countries without nuclear weapons and building a treaty on reducing fissile materials, the Ambassador also emphasized the importance of nuclear-weapon-free zones for international and regional peace and security. Accordingly, Vietnam welcomes nuclear-weapon countries to sign and ratify without reservations the Protocol to the Treaty on the Non-Nuclear Weapons in Southeast Asia in order to contribute to achieving the goal of a world without nuclear weapons.
On this occasion, Ambassador Dang Hoang Giang reaffirmed Vietnam's consistent policy of supporting efforts in nuclear non-proliferation and disarmament towards a world free of nuclear weapons. Vietnam is a member of many important multilateral international treaties in this field; at the same time, it is one of the first 10 countries to ratify the TPNW and has made a timely declaration in accordance with Article 2 of the Treaty. The Vietnamese Government has issued Decree 81 in 2019 establishing an important national legal framework for preventing weapons of mass destruction.
The TPNW is the first multilateral nuclear disarmament treaty to enter into force since 1990. This is a significant document, which for the first time in history imposes a comprehensive legally binding obligation on member states to completely prohibit the possession, development, stockpiling, and use of nuclear weapons. The treaty was adopted at the UN Conference on Negotiating a Legally Binding Instrument on the Prohibition and Towards the Total Elimination of Nuclear Weapons held in New York from June 15 to July 7, 2017. The TPNW officially entered into force on January 22, 2021, with 69 countries ratifying/joining and 93 countries signing.
