Attending the Conference were Mr. Nguyen Viet Dung, Consul General of Vietnam in Guangzhou (China); Representatives of the Ministries of Finance, Industry and Trade, Science and Technology, Construction; Localities including Hanoi, Ho Chi Minh City, Quang Ninh, Hai Phong of Vietnam and relevant departments and branches of Guangdong province.
At the Conference, in an atmosphere of friendship, sincerity, trust and openness, the two sides expressed their joy at the positive developments in exchanges and cooperation between ministries, branches and localities of Vietnam and Guangdong province since the 8th Conference in 2022 up to now, especially the regular exchanges of delegations at all levels.
General Secretary To Lam visited Guangzhou first during his first visit to China as General Secretary; economic and trade cooperation grew strongly, Guangdong continued to be the Chinese locality with the largest scale of trade cooperation with Vietnam, bilateral turnover in 2024 reached 56.2 billion USD, up 16.6% over the same period and maintained a balance between imports and exports, accounting for more than 1/5 of the total two-way trade turnover between Vietnam and China; exchanges and cooperation in the fields of culture and localities continued to be promoted. The two sides also discussed in depth and agreed on many directions and measures to promote cooperation between the two sides in the period of 2025-2027.

Permanent Deputy Minister Nguyen Minh Vu congratulated the great achievements in socio-economic development of Guangdong province, emphasizing the role and special significance of Guangdong province to the friendly relations between the two countries during the previous revolutionary struggle period as well as in the current period; affirming that the Party and State of Vietnam always attach importance to and are ready to promote friendly exchanges and substantive cooperation between ministries, branches and localities of Vietnam and Guangdong province to become increasingly in-depth and effective.
The Deputy Minister suggested that the two sides promote exchanges and contacts at all levels, and respectfully invite the leaders of Guangdong province to attend the Autumn Economic Forum held in Ho Chi Minh City in November 2025; promote the connection of development strategies between the "Two Corridors, One Belt" framework and the "Guangdong - Hong Kong - Macau Greater Bay Area Planning"; suggested that Guangdong province continue to facilitate the expansion of imports of high-quality agricultural, forestry and fishery products and fruits from Vietnam, facilitate businesses of both sides to participate in fairs on each side; increase experience sharing with Vietnam in the fields of digital economic development, innovation and technology transfer, infrastructure, especially in the field of urban railways; and strengthen logistics cooperation.

Vietnam welcomes capable enterprises of Guangdong province to expand investment in Vietnam in high-tech and environmentally friendly projects and fields, and participate in building and developing infrastructure in Vietnam; hopes that the two sides will promote people-to-people exchanges, effectively implement the "Red Journey of Youth" program, enhance cultural, educational and vocational training cooperation; prioritize more scholarships for Vietnamese students; and strengthen friendship propaganda, contributing to creating a solid social foundation for bilateral relations.
For his part, Vice Governor of Guangdong Province Truong Quoc Tri introduced the development achievements of Guangdong Province, notably the GDP reaching over 2,000 billion USD, continuously ranking first in China for 36 consecutive years, maintaining its position as China's largest consumer market.
Expressing high agreement with Vietnam's cooperation proposals, Vice Governor of Guangdong Province Truong Quoc Tri affirmed that Guangdong attaches special importance to strengthening and developing friendly and substantive cooperative relations with Vietnamese ministries, branches and localities.
Deputy Governor Truong Quoc Tri suggested that the two sides promote and deepen cooperation in the fields of economics, trade, and two-way investment, especially jointly building mechanisms to introduce cooperation potential, connect businesses, develop high technology, AI ; build modern industrial parks, create a favorable investment and business environment, and strengthen cooperation in infrastructure, including urban infrastructure, seaports, logistics, digital infrastructure, and green energy.
Deputy Governor Truong Quoc Tri also hopes that the two sides will continue to expand cultural exchanges and educational cooperation, including vocational training, to enhance understanding and friendship between the two peoples.

At the Conference, ministries, branches and agencies of the two sides also presented a number of papers and discussed in depth on topics such as promoting trade cooperation in line with the trend of digital economic development; enhancing upgrading infrastructure and logistics connectivity; improving the quality of investment in high-tech projects, innovation, environmental protection, cooperation in building specialized industrial parks; promoting cooperation in the field of infrastructure and vocational training related to the urban railway sector.
The two sides also witnessed the signing of cooperation documents on talent training and technological innovation in the field of urban railways, and cooperation in building new industrial park projects between a number of prestigious enterprises and universities in Vietnam and Guangdong.
