Attending the Conference were Mr. Nguyen Viet Dung, Consul General of Vietnam in Guangzhou (China); representatives from the Ministries of Finance, Industry and Trade, Science and Technology, and Construction; representatives from the localities of Hanoi, Ho Chi Minh City, Quang Ninh, and Hai Phong of Vietnam; and relevant departments and agencies of Guangdong Province.
At the Conference, in a friendly, sincere, trusting, and open atmosphere, both sides expressed their pleasure at the positive progress in exchanges and cooperation between Vietnamese ministries, departments, and localities and Guangdong Province since the 8th Conference in 2022, especially the regular exchanges of delegations at all levels.
During this period, General Secretary To Lam made his first visit to China as General Secretary by visiting Guangzhou; economic and trade cooperation grew strongly, with Guangdong continuing to be the Chinese province with the largest scale of trade cooperation with Vietnam, reaching US$56.2 billion in 2024, an increase of 16.6% compared to the same period and maintaining a balance between imports and exports, accounting for more than one-fifth of the total two-way trade between Vietnam and China; exchanges and cooperation in cultural and local fields continued to be promoted. The two sides also had in-depth discussions and agreed on many directions and measures to promote cooperation between the two sides in the 2025-2027 period.

Permanent Deputy Minister Nguyen Minh Vu congratulated Guangdong Province on its great achievements in socio-economic development, emphasizing the particularly important role and significance of Guangdong Province in the friendly relations between the two countries during the revolutionary struggle period as well as in the present time; affirming that the Vietnamese Party and State always attach importance to and are ready to promote friendly exchanges and substantive cooperation between Vietnamese ministries, sectors, and localities with Guangdong Province, making them increasingly in-depth and effective.
The Deputy Minister suggested that both sides strengthen exchanges and contacts at all levels, and respectfully invited the leaders of Guangdong Province to attend the Autumn Economic Forum to be held in Ho Chi Minh City in November 2025; promote the connection of development strategies between the "Two Corridors, One Belt" framework and the "Guangdong-Hong Kong-Macau Greater Bay Area Planning"; requested Guangdong Province to continue facilitating the expansion of imports of high-quality Vietnamese agricultural, forestry, and aquatic products and fruits, and to facilitate the participation of businesses from both sides in each side's trade fairs; strengthen the sharing of experiences with Vietnam in the fields of digital economic development, innovation and technology transfer, infrastructure, especially in the field of urban railways; and strengthen cooperation in logistics.

Vietnam welcomes capable enterprises from Guangdong Province to expand investment in Vietnam in high-tech and environmentally friendly projects and fields, and to participate in the construction and development of infrastructure in Vietnam. The two sides hope to promote people-to-people exchanges, effectively implement the "Red Journey of Youth" program, strengthen cooperation in culture, education, and vocational training; prioritize providing more scholarships for Vietnamese students; and enhance friendly communication efforts, contributing to building a solid social foundation for bilateral relations.
For his part, Guangdong Provincial Vice Governor Zhang Guozhi introduced the development achievements of Guangdong Province, highlighting its GDP exceeding US$2 trillion, ranking first in China for 36 consecutive years, and maintaining its position as China's largest consumer market.
Expressing strong agreement with Vietnam's cooperation proposals, Guangdong Vice Governor Zhang Guozhi affirmed that Guangdong attaches particular importance to strengthening and developing friendly and substantive cooperative relations with Vietnamese ministries, departments, and localities.
Deputy Governor Truong Quoc Tri suggested that both sides promote and deepen cooperation in economic and trade fields, bilateral investment, especially jointly building mechanisms to introduce cooperation potential, connect businesses, develop high technology and AI ; build modern industrial parks, create a favorable investment and business environment, and strengthen cooperation on infrastructure, including urban infrastructure, seaports, warehousing, digital infrastructure, and green energy.
Deputy Governor Truong Quoc Tri also expressed his hope that both sides would continue to expand cultural exchanges and educational cooperation, including vocational training, and strengthen understanding and friendship between the people of the two sides.

At the conference, ministries, departments, and agencies from both sides also presented several papers and engaged in in-depth discussions on topics such as promoting trade cooperation in line with the trend of digital economic development; strengthening infrastructure and logistics connectivity; improving the quality of investment in high-tech, innovative, and environmental protection projects; cooperating in the construction of specialized industrial parks; and promoting cooperation in infrastructure and vocational training related to urban rail.
The two sides also witnessed the signing of cooperation documents on talent training and technological innovation in the field of urban railways, and cooperation on the construction of new industrial park projects between a number of reputable enterprises and universities of Vietnam and Guangdong.
