On the afternoon of November 26, Deputy Prime Minister Bui Thanh Son and Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc chaired a working lunch with heads of delegations from countries, ambassadors, heads of international organizations, and business leaders attending the Autumn Economic Forum 2025.
Also attending the working session were leaders of several central ministries and branches, and Executive Director of the World Economic Forum (WEF) Stephan Mergenthaler.
In his speech, the Deputy Prime Minister asked delegates to focus on discussing the topic "Cooperation for green goals in the digital age towards a smart economy" .
The Deputy Prime Minister said that a smart economy is not only measured by the number of semiconductor chips or 6G transmission speed, but must be an economy that knows how to use data to reduce each ton of CO2 emissions; knows how to use artificial intelligence to protect natural intelligence; and above all, knows how to put people and sustainable development at the center of all growth algorithms.
To realize the above goal, the Vietnamese Government is consistent with the goal of sustainable development, in which preferential policies for high technology and clean energy are not temporary solutions, but a long-term strategy with clear goals, the Deputy Prime Minister affirmed.

Emphasizing that Vietnam is strongly transforming from the role of "manager" to "creator" and "development partner", the Deputy Prime Minister affirmed that the Government is committed to listening to and accompanying partners in the spirit of "harmonious benefits and shared risks"; considering the success of partners as its own success.
The Deputy Prime Minister also affirmed: " We welcome and expand space for new things: Vietnam is ready to pilot new models. Do you have new energy storage technology? Do you have a green financial model based on Blockchain? Bring it to Vietnam. We have a market, a young, well-qualified human resource and a big enough aspiration to help you realize your goals and ambitions."
In that spirit, the Deputy Prime Minister asked delegates to frankly share the difficulties and obstacles, especially regarding institutions, they are facing when implementing Green - Digital projects in Vietnam in general and Ho Chi Minh City in particular; at the same time, suggest solutions for Vietnam to welcome the wave of "smart" investment in the coming time.
At the suggestion of the Deputy Prime Minister, in their speeches, delegates updated the development and application trends of new industries such as artificial intelligence and quantum computing; and shared experiences to help Vietnam build a smart economy, becoming a model of "dual transformation" - green transformation and digital transformation.

According to delegates, cities around the world face a dual challenge: providing smarter, more sustainable public services within limited budgets. To overcome this challenge, it is necessary to change the way public procurement budgets (accounting for up to 15% of GDP in many countries) are allocated in the direction of increasing the budget for innovation activities without increasing the total budget expenditure.
In addition to public procurement reforms, there is a need for sandbox mechanisms for SMEs to experiment with technology and build digital capabilities, thereby enabling SMEs to compete for public projects with proven solutions, contributing to promoting innovation.
Delegates said that a smart economy is not only based on technology, but also a combination of governance, cooperation, and innovation revolving around the practical needs of life.
Regarding sustainable development, according to Finland's experience, the Government of this country has set very ambitious goals to achieve carbon neutrality and is investing heavily in renewable energy sources. This policy has been responded to by Finnish localities and has been concretized into specific policies, initiatives and goals of the localities.
Concluding the working session, Chairman of Ho Chi Minh City People's Committee Nguyen Van Duoc highly appreciated the opinions of the delegates.
According to Mr. Duoc, due to the heavy devastation caused by war, Vietnam has only begun to build and develop the country in the last 50 years.
In the early stages, Vietnam promoted agricultural development, focusing on solving the problem of hunger and poverty. Then, Vietnam moved to the stage of industrialization and modernization of the country.
To this day, it can be affirmed that Vietnam is a proud country that has escaped poverty and reached the threshold of upper middle income. This is an extremely great achievement of the Party and State and has the contribution and help of international friends.

However, the current problem in the context of increasingly fierce world competition is how can Vietnam escape the "middle income trap"? This is the question that the Party, the State of Vietnam and Ho Chi Minh City are trying to find an answer to in their management process.
The Chairman of the Ho Chi Minh City People's Committee believes that science, technology and innovation are the "salvation" and the absolutely correct solution. This was also confirmed through the speeches of the speakers in the past days at the Forum.
The city has identified that, in addition to traditional driving forces for development in the coming time, new driving forces for Ho Chi Minh City will include science and technology and innovation - topics that the Forum has discussed a lot in the past two days about green transformation and digital transformation.
In addition, the International Financial Center will be a new, extremely important driving force for the City's future development, while helping the City continue to maintain its role as the country's economic locomotive.
Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc emphasized that the initiatives, valuable experiences and profound knowledge of international guests, experts, scientists and businesses will help the Government and the City absorb and shape the country's and the City's development strategies in the coming time.
