Vinh Phuc joins hands to build advanced new rural areas and model new rural areas

In April 2025, when we visited Yen Lac district - the first locality in the province to be recognized by the Prime Minister as meeting the standards of an advanced NTM district, we clearly felt the joy, excitement, honor and pride of the people here.

On the bright - green - clean - beautiful inter-village roads, the colors of flowers and bright red flags are interwoven on the spacious houses. In the fields, high-tech agricultural models open up new directions for economic development, creating new vitality in the countryside.

Yen Lac is the first district in the province and the 13th district in the country to meet the NTM standards since 2015. Promoting the spirit of solidarity and flexibility in the way of doing things, Yen Lac district continues to implement well the motto "People need, people know, people discuss, people do, people check, people supervise, people benefit", "People do, the State supports"; clearly assigning people, clear tasks, clear responsibilities, clear time in the implementation process in the direction of "Holding hands, showing work", promoting the participation of the entire political system, especially the role of leaders in building NTM.

Yen Lac district determines to build advanced new rural areas in the direction of "From house to alley, from village to commune"; taking commune, village, each household as the focus in directing the construction of new rural areas. The heads of the Party Committee and government stick to the goals and tasks, directly direct the implementation of the New Rural Area Construction Program regularly associated with inspection, supervision, experience drawing and timely encouragement and rewards. People have become the main subject throughout the activities of building advanced new rural areas and model new rural areas.

Up to now, the whole district has mobilized resources to build advanced NTM with more than 3,676 billion VND, of which, people contributed more than 625.88 billion VND to build public works and social security; 10/14 communes have met advanced NTM standards; 2 communes have met model NTM criteria; 19 villages have met smart village standards; 89/125 villages have met model village standards.

People's material and spiritual life has been improved. In 2024, the average income per capita in rural areas in the district will reach 73.54 million VND/year, and the poverty rate will decrease to 0.55%.

Coming to Vinh Phuc today, everyone can feel the “transformation” in the countryside. The main roads of communes, villages, inter-village roads, and alleys are concreted or asphalted, creating momentum for the development of trade.

“Digital villages” are gradually appearing in many localities, gradually narrowing the gap between rural and urban areas; public activity areas including village cultural houses and sports grounds are equipped with free wifi for meetings, activities, study, and information searching of people.

Localities closely link the movement "All people protect national security" with the campaign "All people unite to build new rural areas and civilized urban areas" and the movement "All people join hands to build new rural areas".

In the 2021-2024 period, the Provincial People's Committee has allocated 1,400 billion VND from the provincial public investment budget to support 42 communes to build advanced new rural areas and 11 communes to build model new rural areas. In the 2021-2025 period, the province has allocated more than 244.2 billion VND of public capital to implement the National Target Program on New Rural Area Construction.

By the end of March 2025, the whole province had 37 communes meeting advanced NTM standards; 7 communes meeting model NTM standards; 231 villages recognized as model NTM villages; 34 villages recognized as smart villages. By the end of 2024, the multidimensional poverty rate in rural areas will decrease to 0.47%, exceeding the target 3 years ahead of the target set by the Resolution of the 17th Provincial Party Congress, term 2020 - 2025.

The national target program on new rural construction has created strong impressions in the socio-economic development process in localities. Promoting the achieved results, the Party Committee, government and people of all ethnic groups in the province continue to promote internal strength, determined to maintain and improve the quality of the achieved criteria to build the province into a rich and beautiful countryside, worth living with the motto "All Vinh Phuc people enjoy the fruits of development".
