Kinhtedothi - Hau Giang Lottery Company Limited said that after examination, the two lottery tickets mentioned above were torn, no longer intact, unrecognizable, and could not be compared... so according to regulations, the company could not resolve them.
Over the past few days, social networks have been abuzz with a clip recording Phu Vinh lottery agent (Ward 3, Tra Vinh City, Tra Vinh Province) instructing a person with 2 lottery tickets that won the special prize but were torn to go to the commune to make a confirmation request and send it to the lottery company.
According to Mr. Phu Vinh, owner of Phu Vinh lottery agency, the two special prize winning lottery tickets issued by Hau Giang Lottery Company Limited, drawn on February 1 (the 4th day of Tet), the winning number is 916303.
The winner of these two lottery tickets is Mr. M. (residing in Duyen Hai district, Tra Vinh province). Each ticket is worth 2 billion VND (excluding tax). The next day, Mr. M. brought the two torn tickets to the agent for assistance in submitting a request to the lottery company for consideration of prize payment.
“In Mr. M.’s two lottery tickets, one has only 4 numbers left, 9163, the other numbers are torn, and the other has 5 numbers left, 91630. He said he bought the lottery ticket and put it in his pocket, then went down to the pond to catch crabs, so it got wet and torn,” said Mr. Vinh.
According to Mr. Vinh, he had previously encountered some cases where people won the lottery but their tickets were torn, so the agent instructed them to fill out a form to the commune for confirmation and send it to the lottery company.
The dealer added that there were 15 tickets that won the special prize with the number 916303, most of the winners were relatives of Mr. M. Mr. M.'s younger brother also won 2 special lottery tickets with the same number series and they were still intact, so they were redeemed on the evening of February 1.
A nephew of Mr. M. said that Mr. M. bought 10 lottery tickets with the above numbers and gave 8 to his relatives, he kept 2. Then Mr. M. put them in his pocket to catch crabs and in the afternoon he heard the news of the jackpot and found the 2 lottery tickets again.
Regarding the incident, Mr. Le Van Thang - Director of Hau Giang Lottery Company Limited confirmed that someone from Tra Vinh came to the company to explain about 2 lottery tickets that won the special prize but were torn and asked if they would be paid the prize or not.
According to Mr. Thang, after examination, the two lottery tickets mentioned above were torn, no longer intact, unrecognizable, and could not be compared... so according to regulations, the company could not resolve them.
"We also feel sorry for them. They were very lucky to win the special prize, but the regulations require them to meet the conditions to be paid," said Mr. Thang.
